Defence Minister Rajnath Singh and US Secretary of Defence Lloyd James Austin III Saturday held delegation-level talks at Vigyan Bhawan in New Delhi. During their meeting, the leaders spoke about wide-ranging defence cooperation, expanding military to military engagement, information sharing and cooperation in emerging areas of defence, and mutual logistics support, Singh said.

Issuing a joint statement, Singh said, “We’re determined to realise the full potential of comprehensive global strategic partnership.”

Singh said the two sides reviewed many bilateral, multilateral exercises and agreed to increase cooperation between the Indian and US militaries. “We reviewed many bilateral and multilateral exercises, and agreed to increase cooperation between the Indian military, US Indo-Pacific command, Centre Command & Africa Command. We’ve signed LEMOA, COMCASA & BECA agreements and we’ve agreed to realise their full potential,” he said.

US Defence Secretary James Austin said, “Our relationship is a stronghold of free and open Indo-Pacific region. PM Narendra Modi stated India stands for freedom of navigation and freedom of overflight, unimpeded lawful commerce in adherence to international law. This reaffirms our shared vision for regional security.”

Austin reaffirmed the US’ commitment to a forward-looking defense partnership with India and said, “India is an increasingly important partner in rapidly shifting international dynamics. I reaffirm our commitment to a comprehensive forward-looking defense partnership with India as a central pillar of our approach to the Indo-Pacific region.”

Chief of Defence Staff General Bipin Rawat and the three Services Chiefs were also present at the meeting.

Earlier on Saturday, James Austin visited the National War Memorial at India Gate and was accorded a ceremonial guard of honour.

Austin’s arrival in New Delhi marks the first visit by a senior official of the Biden administration which came to power in January.

Austin arrived in New Delhi on Friday and met Prime Minister Narendra Modi and conveyed Washington’s “strong desire” to further enhance the strategic partnership for peace, stability and prosperity in the Indo-Pacific region and beyond. He also conveyed the Biden administration’s “commitment towards strengthening the bilateral defence relations between the two countries”.

According to a statement from the Prime Minister’s Office, PM Modi “outlined his vision for the strategic partnership between the two countries and emphasized the important role of bilateral defence cooperation in India-US ties”.

The visit comes days after the first-ever summit of the leaders of the Quadrilateral grouping, the Quad. The March 12 summit was attended by Biden, Modi, Japan’s Prime Minister Yoshihide Suga and Australian Prime Minister Scott Morison.

Austin’s visit to India will be part of his first international tour after taking charge as Secretary of Defense. In a statement last week, the Ministry of Defence said: “Austin’s visit to India as part of his first overseas travel emphasizes the strength of the India-US strategic partnership”.

It stated that “both sides are expected to discuss ways to further strengthen bilateral defence cooperation and exchange views on regional security challenges and common interests in maintaining a free, open and inclusive Indo-Pacific region”.

In his January 27 phone call to Rajnath Singh, Austin had also noted the “great strides” made in the US-India defence relationship, and had pledged to work with the Defence Minister to sustain progress.

Ram Mandir Trust purchases 1.15 lakh sq ft of land in Ayodhya

The Sriram Janmabhoomi Teerth Kshetra has purchased about 1.15 lakh square feet of land about 2-3 km away from Ram Janmabhoomi premises to develop facilities for security forces, devotees and for activities of the trust, an official of the trust said on Saturday.

Trustee Anil Mishra said two plots of land situated in Ram Kot and Tehri Bazaar localities were purchased last week from Harish Kumar Pathak, a resident of Basti district.

The land has been bought at the rate of Rs 690 per square feet, he said.

“We have paid a sum of Rs 8 crore to the owner for the two plots,” he said.

A survey is underway of properties adjoining the Ram Janmabhoomi premises for expansion of the temple land and a list is being prepared to ascertain their ownership. These properties include some Muslim houses and mosques.

Ayodhya mayor Rishikesh Upadhyay said the survey is being carried out to find out the owners of these properties. “This will help to find out whether those residing here are tenants or owners of houses,” he said.

Trust secretary Champat Rai said the expansion of Ram Janmabhoomi premises will be done with mutual understanding and dialogue.

“We will purchase the land by paying the demanded price or we can give them an alternate land for the resettlement,” he said, adding the extension is being done to provide devotees the basic facilities.

In the first week of March, the trust purchased 7,285 square feet land adjacent to the Ram Janmabhoomi premises here, in accordance with its plan to expand the temple complex area to 107 acres from the present 70 acres. The trust bought the land for Rs 1 crore.

In worst-affected Amritsar: Admin to reach out to SGPC, Durgiana to ensure Covid-appropriate behaviour

There being no respite from the rising cases of Covid-19 infections and fatalities, the authorities in Amritsar, one of the 11 worst-affected districts, will now talk to the Shiromani Gurdwara Parbhandak Committee and Durgiana Temple management to encourage devotees to follow Covid-appropriate behaviour.

Earlier this week, the administration had imposed a cap on social gatherings in the district and organisers were asked to insure that those attending the events should carry a Covid negative report or are vaccinated.

“We will hold meetings with the SGPC and Durgiana Temple management and ask them to ensure that Covid-19 guidelines are followed. We can understand if someone wants to remove the mask inside the Golden Temple while paying obeisance, but otherwise devotees should keep the mask on while moving in the shrine premises,” said Amritsar DC Gurpreet Singh Khaira.

On religious gatherings, the DC said that they will soon talk to the heads of religion bodies. “Sometimes people argue that there are no restrictions at religious places. So, we will tell the heads of the religious bodies that right message should go to the masses,” said Khaira.

Contacted, SGPC chief Bibi Jagir Kaur said they will take all the precautions. “We will ask devotees to follow protocol. But religious gatherings can’t be cancelled. We are celebrating 400th birth anniversary of Guru Teg Buhadur Ji. Our programmes are scheduled inside and outside Punjab. If government wants to ban religious gatherings, then it should pass such an order,” she said.

Meanwhile, Shiromani Akali Dal (Taksali) spokesperson Karnail Singh Peermohammad demanded that the Kartarpur Sahib corridor, closed for over a year now, should be opened for the devotees “keeping in view the sentiments of Sikhs.”

PV Sindhu beats Yamaguchi in a classic to make All England semis

As she inches closer to Indian badminton’s Holy Grail — the All England title — PV Sindhu’s Friday blockbuster with Akane Yamaguchi might be a good time to acknowledge that no one in Indian sport quite triggers the entertaining endorphins as the famous shuttler jamming with one of the Japanese.

There’s honour and glory and medals and money that all sport offers; but Sindhu seems to have an unspoken pact with the two Japanese women – Okuhara and Yamaguchi, to take their battles into the realms of last-ball sixes, penalty shootouts, Round 12 KOs or buzzer-beating 3Ps. Except, Sindhu is a one-person team packing it all in her 1 hour+ (76 mins on Friday) outings against the Nippon nutcrackers.

A loss wouldn’t have altered classification of this 2021 All England quarterfinal as a classic. But in signalling her return to being one of the game’s grandest contemporary show-women, Sindhu won the titanic clash 16-21, 21-16, 21-19 for good measure. The usually sedate coach Park Tae Sang was conducting the orchestra of her movements, but often grew animated like an audience mesmerized into his feisty version of ‘Bravo!’

Knowing her appetite for serotonin Sundays, Sindhu might well line up a final against Okuhara and turn it up a notch further. But a win over Yamaguchi is double dopamine, because it’s not just long, gladiatorial running rallies of Glasgow circa 2017 World Championships.

Yamaguchi, an audaciously attacking player, was beaten by a combative Sindhu in a romp of pugnacious retrieves alright, but the high notes were the aggressive pyro-strokes.

There’s a fluidity of hitting that’s slid smoothly into Sindhu’s game now – on days when the battles get ginormously gutsy, she parries off body attacks with agile racquet angles, she picks low retrieves like at 15-18 in the opener, dragging them from inches off the ground at her backline forehand corner and sending them back cross-court in a whiplash to finish a 23-shot rally. Yamaguchi had been sending every shuttle back, so Sindhu would send them mooning high to attempt to wrench out errors. The Indian though sharp on her forehand slice drops, would find herself trailing 21-16.

What probably makes this one of Sindhu’s finest matches of her career – even minus the context – is that Yamaguchi was playing a very high quality game herself, and Sindhu was going to need tremendous mental fortitude to overturn that initial reversal.

It can safely be said that the sheer class of both their games didn’t drop till the end. So after trailing from the 19 minute first set, Sindhu set about fighting back – never dominant, but always dogged.

The immediate difference was in her hand speed. Some of the reflex returns, the sheer speed with which she rocketed the shuttle flat back across the net, were breathtaking. It is well-known that Sindhu consciously imparts pace on her returns to wriggle out of trouble. She hit that fourth gear straight away at the start of the second to lead 11-6.

Yamaguchi was trying to break Sindhu’s will on the stretched lunge to the right forecourt net – an old Japanese ploy against her. It worked even in pegging her back, but Sindhu was countering meantime with sky-scraping punch clears that the 5’2″ Yamaguchi would send back by curving her spine, but they began taking a toll on her ability to monopolise the initiative in any rally.

The third seed’s cross-court smashes tend to be effective against Sindhu, but the sixth seed would deny her the length and opportunity. So the bird would go sailing high and take forever to dip at the backline from Sindhu’s punch clears. Meanwhile, she would turbocharge her follow-up stroke at the net.

Leading throughout in the second, Sindhu would suffer a few gasping long-rally drains on her energy, but not before denting Yamaguchi’s usually inexhaustible stubbornness. Because Sindhu’s attack is so in-your-face powerful, her persistent defense can deflate unexpecting opponents much more, and more than once in rallies of 25 shots, 29 and 36 even, the Indian would refuse to allow Yamaguchi to say that last word on their exchange.

At 16-21, 21-16, Sindhu would appear to be spent – misleading as it would turn out for the Japanese 23-year-old who reckoned she’d done enough to run through the decider. But Sindhu was in no mood to cave in. She would sit down on the bench in the break, as coach Park would encourage her to go wide for the lines.

One of Sindhu’s lesser known talents is her control of the shuttle in myriad conditions. So even as Yamaguchi over-hit to the backline with the drift from behind her, Sindhu had a grip on the shuttle when going for the lines. She would race to 15-11, but then allow herself to get annoyed by a distraction.

Chair umpire Chris Johannsen had already red-carded a doubles player earlier in the day for time-wasting. Sindhu had gotten his goat – at this exhausted juncture with a couple of previous delays in serving, and the chair would disallow her request to towel down, though she was sweating buckets.

Yamaguchi would pounce at the opportunity, and come right back into the match with four quick points to level at 15-15 in the decider. Sindhu smartly changed the shuttle even as Yamaguchi would pick 7 of the 9 points at that stage. Then the arms would start whirring double quick in anticipation of the finish. Sindhu is near-unstoppable for the Japanese and Tai Tzu even, when her power gets a shiny coat of speed. From leading 17-15 in the decider, Sindhu would be resisted by Yamaguchi who went up 18-17. At 19-all in badminton usually roofs collapse on the under-confident ones, but Yamaguchi needed to be tangled cleverly. Sindhu would lure her to the front corner and draw out an error on the flick return that sailed wide. A moment later it had gotten all too much for Yamaguchi who would end the misery with a return into the net.

Sindhu would roar in the empty stadium, baring her emotion and how much this win meant to her. Since the World Championships, Sindhu has copped the snides about how she’s drifted too far from the main pack. Carolina Marin had cleaved open the wound even more after the finals at Swiss Open.

Now, though it can be said with certainty, and without any preconditions of title wins, that Sindhu is back. The Yamaguchi win put her right back where she belongs – at the centre of badminton’s grandest entertaining universe.

Post Script: Pornpawee Chochuwong is a slippery semifinal opponent. She’s rarely troubled Sindhu in the past, except right after the Indian’s World title in 2019 at China Open. However, the young Thai has beaten Carolina Marin in her backyard in Spain for her first title in 2020. And she got stuck into Tai Tzu Ying at the World Tour Finals this January, blitzing the Taipese.

Sindhu though has swatted her aside in the last match they played. Okuhara plays Ratchanok in Semi 2. Another Sindhu vs Japan humdinger is looking imminent.

Working on new tourism policy to improve global ranking: Govt

Tourism Minister Prahlad Singh Patel on Friday announced in Rajya Sabha that the government is working on a new tourism policy to help India improve its global ranking in the sector.

Replying to a discussion on the Ministry of Tourism, Patel said, “Our leadership is focused on developing the (tourism) sector. We have sent tourism policy to state governments. It has been one month. The policy will enable us to reach the target (of higher ranking) set by the country.”

The draft policy lays down the groundwork required for facilities around popular tourist spots and developing new destinations other than popular ones such as the Taj Mahal.

“Our journey was to take the country to the first position but then this pandemic happened… The target which we have set for ourselves, we will achieve that in 2024. There are challenges but we will achieve our goal,” he said.He informed the House that India was at the 65th position in 2014 and it reached 34th in five years.

Earlier, TRS MP K R Suresh Reddy began the discussion by criticising the Budget for not making enough allocation to help the tourism industry. “Instead of selling PSUs, LIC why doesn’t the government sell India…Indian tourism,” Reddy said.

BJP MP from Uttar Pradesh Shiv Pratap Shukla defended the budget allocation and praised the government’s efforts in handling the pandemic. The MP also praised the efforts of UP Chief Minister Yogi Adityanath in developing Ayodhya as a prominent tourist destination in the country.

Rs 1,000 crore released for 157 wetlands in India: Javadekar

Over Rs 1,000 crore has been released for the conservation of 157 wetlands in the country under the National Plan for Conservation of Aquatic Eco-systems (NPCA), Union Minister of Environment, Forest and Climate Change (MoEFCC) Prakash Javadekar informed Parliament on Friday.

In a written reply to a question in the Lok Sabha on whether the number of lakes has declined substantially across the country over recent years, Javadekar said rapid urbanisation, development activities and anthropogenic pressures have stressed water bodies.

“Under the NPCA scheme, the central assistance is based on proposals received from state governments, in conformity with the guidelines and budget availability. Accordingly, so far, MoEFCC has sanctioned projects for conservation of 157 wetlands in the country and released an amount of about Rs 1,039 crore as central share,” the minister said.

The NPCA is a conservation programme for both wetlands and lakes. It is a Centrally-sponsored scheme, currently being implemented by the MoEFCC, and was formulated in 2015 by merging of the National Lake Conservation Plan and the National Wetlands Conservation Programme.

“Various departments in the Central government and the state governments are engaged in restoration, conservation and preservation of lakes and wetlands. Works related to water resources development and management are planned, funded, executed and maintained by the state governments themselves as per their own resources and priorities,” Javadekar said.

He said the ministry is implementing the NPCA on a cost-sharing basis between the Centre and the respective states.

Party says EC decisions ‘partisan, biased’: TMC demands police be allowed near polling booths, tally of all VVPATs

A delegation of senior TMC leaders met with officials of the Election Commission (EC) on Friday, objecting to recent decisions taken by the body and calling their approach “partisan and biased”.

The TMC and the EC have had a frosty relationship of late, with the ruling party in West Bengal having questioned the commission’s decisions and accusing it of acting in favour of the BJP.

The TMC continued to question the EC in a letter submitted Friday.

“It is becoming increasingly clear that free, fair and transparent elections in the state of West Bengal is becoming a distant reality. This is evident from the partisan and biased approach taken by the EC in respect of the ongoing elections in the state,” said the letter, which was signed by TMC MPs Derek O’Brien, Saugata Roy and Mahua Moitra as well as former BJP leader and Union minister Yashwant Sinha, who recently joined the party.

The party took umbrage over media reports of an EC decision that state police personnel would not be allowed within 100 metres of polling stations.

“It has been reported in the media that the EC has decided to not permit the presence of state police within 100 metres of polling stations and only deploy Central Forces in such an arena. If true, this decision is unprecedented and casts severe aspersions on the reputation of the police administration in the state of West Bengal,” the letter states.

Sources in the EC told The Indian Express that it has not prohibited the state police’s presence but rather, the instruction is meant for the civic police, who are civic volunteers who are deployed in aid of the state police. They do not have legal police powers but aid in maintenance of order and traffic control usually.

The second issue raised by the TMC was a demand of the tally of all VVPAT machines, which they claimed have been “summarily dismissed… allegedly on account of the Supreme Court of India decision in March 2019”.

“It may be noted that the very purpose of installing VVPAT machines are considerable cost has deliberately been made redundant and ineffective. We may remind you, that not only was the said judgement primarily meant for the 2019 general elections but that the law insists that every time EVMs are used, there must be a sui generis consideration of facts, circumstances and necessities,” the letter states.

WhatsApp privacy policy violates IT Rules, restrain its implementation, Centre tells HC

The Centre on Friday told the Delhi High Court that the new privacy policy announced by WhatsApp in January violates the 2011 IT Rules on five counts, and urged it to restrain the messaging app from implementing it pending adjudication of the case by the court.

WhatsApp put the policy on hold after widespread criticism, but plans to implement it from May.

In its written response to a petition challenging the privacy policy, the Ministry of Electronics & Information Technology told the court that the policy fails to specify which types of sensitive personal data was being collected, notify the details of personal information collected to the user, provide an option to review or amend information and withdraw consent retrospectively, and guarantee further non-disclosure by third parties including other Facebook companies.

WhatsApp has used “extremely general terms” to list the kinds of data collected, with no distinction between personal data or sensitive personal data being collected, the government said.

The policy mentions the involvement of third-party service providers who may have access to the data, but does not provide the names and associated details of those service providers, it said.

“This is also the case for other Facebook companies, who are allowed to review and share information about the user from and with WhatsApp,” the Ministry said.

The policy is completely silent on correction or amendment of the information, the government said – for it to be compliant with the rules, it “must allow users to exercise this option for all kinds of data collected” which are mentioned in the policy.

While WhatsApp complies with the requirement of giving a user the choice of not providing their data, there is a “clear failure” in complying with the requirement of deletion of data if the user withdraws the consent for collection of data given earlier.

“WhatsApp has only provided the user with “Deleting Your WhatsApp Account” option in its privacy policy. If a user exercises this option, the policy clearly mentions that “your undelivered messages are deleted from our servers as well as any of other information we no longer need to operate and provide our Services”, the government said, adding that the “substantial corpus” of data may be retained even after the user deletes the account.

The government has pointed out that Rule 6(4) prohibits the disclosure of data received by a third party from a body corporate – WhatsApp in this case – and any policy that provides the scope for such further disclosure is to be seen as non-compliant. When WhatsApp shares data with a third party service, no further disclosure is permitted. However, the privacy policy explicitly “abdicates” the obligation.

“In the impugned policy, WhatsApp has stated that data and information will be freely shared with and received from other Facebook companies. Since the contract of the user is only with WhatsApp, all other Facebook companies are ‘third parties’ within the meaning of Rule 6(4), and any inter-sharing of data obtained from WhatsApp by these companies will amount to a violation of the restriction on further disclosure,” the government said in its reply.

The PIL pending before the court has sought the framing of guidelines to protect the privacy and data of users from being collected by various social media sites and messaging apps. The petition, filed by Noida resident Dr Seema Singh along with Delhi residents Meghan and Vikram Singh, has argued that the fissures in law with regard to the data are “quite conspicuous”, and a framework to regulate the same is the need of the hour.

In its reply, the government also said that the Centre has introduced the Personal Data Protection Bill, 2019 in Lok Sabha, which, upon becoming law, will provide a robust regime on data protection “which will limit the ability of the entities such as WhatsApp issuing privacy policies which do not align with appropriate standards of security and data protection”.

“Pending the passage of this Bill, the Information Technology Act, 2000 and the Rules made thereunder forms the extant regime on data protection, any privacy policy issued by a ‘body corporate’ such as WhatsApp must comply with the requirements specified in the Act and the accompanying Rules,” it said.

The hearing in the case was adjourned to April 20 on Friday. The government had earlier sought a clarification from WhatsApp regarding the privacy policy.

WhatsApp, Facebook, Instagram went down: Here’s what the company has to say

WhatsApp, Instagram and Facebook suffered an outage in India and worldwide on Friday night. A lot of users were unable to send or receive messages. Some users also reported that they failed to even log in to WhatsApp Web. As per Downdetector, the issue started at around 10:40PM in India and prevented WhatsApp users from sending or receiving messages on the service for more than an hour. Though, WhatsApp is claiming that the service was only down for 49 minutes.

While the company didn’t reveal the exact reason, it did assert that there was a technical issue. “Earlier today, a technical issue caused people to have trouble accessing some Facebook services. We resolved this issue for everyone, and we apologize for any inconvenience,” a Facebook spokesperson told Indian Express.

Apart from WhatsApp, both Facebook and Instagram were also not working for many users. According to popular downtime reporting service, more than 28,500 people reported issues with Instagram and over 34,127 users were witnessing problems with WhatsApp.

The cited source suggests that over 49 percent of WhatsApp users were facing connection issue, 48 percent people were unable to send or receive messages on the platform and 2 percent were not able to log in.

Downdetector showed that around 57 percent Facebook users reported about total blackout and 29 percent were not even able to access the social media app. Around 66 percent of Instagram users were not able to access News Feed as well as its official website. In case you are not aware, Downdetector is a site that monitors outages by collating status reports from users and some other sources.

Besides, this is not the first time that the services have been impacted. In December 2020, WhatsApp went down alongside Instagram and Facebook for a few hours, before the services were restored.
