India Exporting 50% More Jabs Than Those Used at Home, Not at the Expense of People, Says Health Min

In a bid to become the pharmacy of the world, especially during the times of Covid-19, India has exported over 5.84 crore doses of indigenous vaccines to 70 countries, as against 3.48 crore jabs it has administered across the country since the inoculation drive began.

Junior health and family minister Ashwini Kumar Choubey in a written reply in the Rajya Sabha on Tuesday provided the data of 583.85 lakh exported doses.

Meanwhile, the Centre has placed a new purchase order with the Serum Institute of India (SII) for the supply of 10 crore doses of the Oxford-AstraZeneca COVID-19 vaccine, Covishield, each costing Rs 157.50, including GST, according to official sources.

The HLL Lifecare Limited, a public sector undertaking, has issued the supply order on behalf of the Union health ministry on March 12 in the name of Prakash Kumar Singh, Director, Government and Regulatory Affairs at the Pune-based SII.

The cost of the 10 crore doses would be borne by the health ministry under the budgetary allocation for the purpose. The expenditure for the earlier orders of the vaccines was funded through the PM Cares Fund, the sources said.

India has approved two vaccines against COVID-19 — Covishield, manufactured by the SII, and the indigenously-developed Covaxin of Bharat Biotech — for restricted emergency use in the country.

“Vaccines are not being sent to other countries at the expense of people of India. Experts at highest level and a committee of Government are maintaining sensible balance about it…30,39,394 people were vaccinated yesterday. We have touched a total figure (vaccination) of 3 crore,” ANI quoted Vardhan as saying in Rajya Sabha.

Vardhan’s response came after the Congress raised objections over the central government’s move to export the Covid-19 vaccines to foreign countries. The party said that the government should not export vaccines without immunising the entire population of India.

LPG price hike figures in Rajya Sabha

The steep hike in domestic cooking gas price figured in Rajya Sabha on Wednesday with a CPI(M) MP saying it has put an intolerable burden on the common people already suffering from general price rise.

Raising the issue through a zero-hour mention, Jharna Das Baidya said subsidised and non-subsidised LPG prices were raised by a steep Rs 125 per cylinder in four installments since February.

This together with a cut in fuel subsidy has put an “intolerable burden on people already suffering from price rise,” she said.

Calling the price hike “unjustified”, she said free cooking gas connections given to eight crore beneficiaries under the Pradhan Mantri Ujjwala Yojana have been rendered meaningless because of the hike in cost.

Vivek Tankha of the Congress sought the government’s intervention to bring down the high cost of a drug used to treat infants suffering from a rare disease called spinal muscular atrophy (SMA).

An estimated 2,500 children in India suffer from some degree of SMA disease, which can be treated by a drug manufactured in the US, he said, adding the final cost of the drug comes to Rs 23 crore after adding Rs 7 crore of import duty.

While the prime minister had waived the import tax for treatment of one child recently, the government should completely withdraw the duty and bargain and get a better price from the manufacturer, he said.

Also, states and the Centre should have revolving funds to help children suffering from SMA, he said, adding CSR funds of corporates should also be used for the purpose.

AD Singh of the RJD raised the issue of the Bihar government allocating 290 acres of “highly fertile” land for handling waste from coal from state-owned NTPC’s Baurani plant in the state.

He said infertile land is available adjacent to the plant but the state government has opted to give highly fertile land 5 km away from the plant.

Citing Prime Minister Narendra Modi’s call for fertile land not being used for industrial projects, he demanded that the matter be taken up with the state government.

While Muzibulla Khan of the BJD demanded Bharat Ratna for Biju Patnaik, Vishambhar Prasad Nishad of the Samajwadi Party (SP) wanted the nation’s top civilian honours to be conferred on Ram Manohar Lohia.

Amee Yajnik of the Congress raised the issue of public safety of women and girls in rural areas, Sukhram Singh Yadav (SP) wanted setting up of a separate fund to meet the development needs of the villages MPs adopt under the Saansad Adarsh Gram Yojana, Mahesh Poddar (BJP) raised the issue of permanent houses for construction workers and Fauzia Khan (NCP) sought developing Sai Baba’s birthplace of Pathri in Parbhani district of Maharashtra as a tourist destination.

KTS Tulsi (Congress) expressed concern over controversial statements made by people holding high offices.

“Reprehensive crime of rape is justified” by statements such as “boys will be boys”, he said.

Permission for new private banks to participate in government business will be based on RBI guidelines: FM

Nirmala Sitharaman, during the Question Hour in the Rajya Sabha, said, “the RBI, being a regulator, has established norms and those norms will be applicable to the new banks.”

Finance Minister Nirmala Sitharaman on Tuesday said in Parliament that permission to new private banks for conducting government-related business will be given under the RBI guidelines.

Ms. Sitharaman, during the Question Hour in the Rajya Sabha, said the government has now “only indicated” the RBI to allow other private banks to perform government-related business to ensure there is a level playing field.

“Now, following the existing norms based on which several banks have been given permission to do the business. So, those rules as per the RBI guidelines be applied on newer banks and new private banks which approach the RBI,” she said.

The RBI, being a regulator, has established norms and those norms will be applicable to the new banks, she added.

The Minister was responding to a query about whether the government will adopt any criteria to permit new banks for taking up government-related business.

Responding to another query by Shiv Sena leader Anil Desai that if public sector banks will weaken by allowing private banks to conduct government-related business, Ms. Sitharaman said some private banks and all public sector banks are doing this.

“Some customers are already benefiting from private banks from such services. The attempt now is to bring a level-playing field. Some private banks are already doing, all public sector banks are doing, why not extend to all private sector banks so that everybody gets an equal opportunity,” she explained.

This is being done because the business is growing and many more citizens are approaching the banks. As it was highlighted, the ease of doing business will have to be extended to all customers, she said.

Minister of State for Finance Anurag Singh Thakur said banks handle two kinds of businesses. One is the agency commission under which revenue receipts and payments on behalf of the Central and State governments and pension payments in respect of the Centre and State governments or any other item advised by the RBI is carried.

On the other hand, certain items fall under the work, which does not have the agency commission, but that has to be done by the bank such as furnishing of the bank guarantees and banking business, etc.

Stating that there is an increase in the share of private banks in the banking sector, Mr. Thakur said the deposit of the private banks has increased from 12.63% in 2000 to 30.35% now. The advances, too, have increased from a mere 12.56% to 36% now.

That apart, the share of the private sector in priority sector lending is rising. The private banks have given loans of ₹12.72 lakh crore, which is close to 50% of the priority sector lending.

During the COVID-19 period, private bank participation in the government’s emergency credit line guarantee scheme has gone up.

Under the scheme, the cumulative sanction from public sector banks was ₹95,261 crore, which was 38.22% of total lending. On the other hand, private sector bank lending was ₹1,28,297 crore, which was 51.5% lending of the emergency credit guarantee scheme. This clearly shows that the lending has gone up and their participation is more, he said.

Therefore, the decision to allow the private banks to undertake government-related business was taken for the betterment of consumers, ease of business and ease of living, he said, adding that this will enhance customer experience, enable innovation and latest technology that will help the business community and MSMEs.

“It will also lead to a spur of competition for higher efficiency,” the Minister added.

The National Commission for Allied and Healthcare Professions Bill, 2020, which was introduced in the House by Union Minister Dr. Harsh Vardhan, will also be considered.

Mr. Goyal says: “The work on Udhampur-Srinaga-Baramullah project in J&K has been undertaken swiftly, the necessary investment has been made…by 2022-end or early 2023, the project is expected to be completed and Kashmir-Kanyakumari link will be fully established through rail line.

This budget, 4.5 times the previous amount has been allocated for investments in Bihar. In Uttar Pradesh, the proposed investment is 11 times the amount given from 2009 to 2014.

The country’s first vertical lift Pamban bridge in Tamil Nadu will be completed by December 2021, it will connect Ram Sethu.”

“Price rise has declined”

MoS Finance Anurag Thakur says, “Consumer food pricing index are showing month on month decline, cereals declined by 0.14 %, vegetables by 0.19%, in 2020-21, ₹ 11,800 crore earmarked for price stabilisation.”

“Price rise has declined on an average in the past seven years, 2013-14 the inflation was in double digit, these days it is much less.”

“We have increased MSP and working towards doubling the income of farmers, between 2009-14, the inflation rate was above 10%.”

MoS Finance says MSP has increased, import of pulses has also decreased.

Goyal discusses railway projects

Railway Minister Piyush Goyal says: “The railway has started catering to new sectors like automobile. Dedicated freight corridor was a great plan, but was being implemented slowly..After the Narendra Modi government took over, it was improved….the project is monitored every week. Over 600-km line has been completed, by March, work on about 400-km stretch will also be completed. Three more dedicated freight corridors are being rolled out.”

“In Kerala, the amount being spent has been increased 2.5 times…in the State, no project takes off as land is not allocated for them, I have details of nine projects involving 548-km stretch…only 8 km have been completed. Should we, like previous governments, only announce projects, what purpose will it serve…In Madhya Pradesh, the investment has been increased 12 times in this budget compared to 2009-14, the reason being that whenever we contact them, they immediately take action and provide land.”

“In Andhra Pradesh, we want to expedite the projects…however, we want necessary cooperation from the State government. In Tamil Nadu, the investment in this budget is 3.5 times the amount allocated from 2009 to 2014. In Uttarakhand, the amount has been increased 23 times compared to the allocations from 2009 to 2014.”

Mr. Goyal adds: “In West Bengal, we are ready for all the required investment. However, in all the projects in the State there is no cooperation. In 1974-75, a project was approved and even after 45 years, just about 42-km of the 110-km planned stretch have been completed…land for which money has been paid is not being provided, we are now trying to recover the money.”

The Minister says the Railway needed the required support from the State government in Maharashtra for expeditious implementation of projects.

Members question the Finance Ministry

51% lending during COVID-19 period was through private sector banks, says MoS Finance Anurag Thakur.

The share of PSBs was 31%.

Finance minister Nirmala Sitharaman responds: “Cost business is growing, many more citizens are approaching private banks, the ease of doing business will have to be extended to all customers.”

Anil Desai of Shiv Sena asks, “What kind of government business is given to private banks?”

Minister Ms. Sitharaman says the RBI guidelines will be applied on the new banks also.

Naresh Gujral of SAD asks, “RBI is the regulator but so many banks have collapsed. What steps to strengthen the regulatory regime?”

Minister says, “We have been engaging with the RBI to ensue that the regulatory framework of RBI is strengthened, there should be an internal mechanism also.”

Ami Yagnik of Congress asks, “When CSR funds are mandated by law, they are not supposed to be source funding for government schemes. Do you have any data on CSR funds used by the ministry?”

MoS Finance Anurag Thakur says, “When this Act was framed in 2013, no provision was made to make record of implementing agency, we have made the provision since April 1. There should be no myth that government projects are funded by CSR funds. CSR funds are used to develop projects in nearby areas. 60% fund is spent through implementing agency, clear directions on sectors that it could be spent. CSR funds not being used to fund government programmes.”

Ami Yagnik says that there should be a dignified response, not to corner credit, the matter pertains to the country.

MoS Finance Anurag Thakur says: “Laws are changed, we tried to remove the anomalies in laws passed. Impact assessment report to be given by companies on CSR funds above ₹ 10 crore.”

“Railway has started catering to new sectors”

Railway Minister Piyush Goyal says: “The government and the private sector will have to work together to ensure a better future for the country…the effort is to increase freight loading by 70-80% by 2024-25. We turned the Covid-19 crisis into an opportunity. We have made astute investments for better results. The Railway is a 168-year-old institution. It is said that Spanish Flu spread through railway after it entered Mumbai Port. Had the rail operations not been suspended, Covid would have spread across the country. During Covid-19 lockdown, more than 60 lakh migrant labourers were ferried back home. The RPF personnel served the passengers, over 2 crore meals were given. Food grains, coal, fertilisers and medicines were transported by the train across the country. There was no talk about shortage of food grains. There is a 3.5% growth in food grain production, it would not have been achieved without availability of fertilisers..there was a time when people had to protest for fertilisers.

During the Covid-19 lockdown, Railway officials remained on duty, the locomotive pilots remained at work round-the-clock. The Opposition would also appreciate the Railway family for its splendid work during the Covid crisis.” The Minister condoles the death of all the Railway officials who died due to Covid-19.

Mr. Goyal says: “When the Covid-19 pandemic broke out, we decided to set up Covid care centres…it was because of the Prime Minister’s foresight that the Railway explored the possibility of converting rail coaches into care centres/isolation coaches…there was no cure for Covid. 5601 coaches were converted into care centres, 80,000 beds were prepared to meet any exigency. The coaches could be taken anywhere, to far off places, in case of any requirement. They were used at several places.”

“The situation was contained effectively across the country, therefore these centres were not used that much. However, the care centres were available as a dependable back-up. Taking advantage of the Covid-situation, we worked on increasing the speed of freight trains, now they would run at double the speed and provide better services to the industrial sector. Business development units have been opened to reach out to the prospective customers for freight services.”

“From September last year to February, every month, the freight loading by Indian Rail despite Covid-19 have created a record, this will benefit the country for years to come, it will strengthen the exports, reduce the input costs,” the Minister added.

Members question the Health Minister on vaccines

Sukhram Singh Yadav of SP asks, “When will all Indians get vaccinated?”

Health Minister Harsh Vardhan says, “Vaccines to foreign countries are not being sent at the expense of Indian citizens. A healthy balance is being maintained. Yesterday, 30 lakh people got the vaccines. The criteria has been fixed according to WHO and other international standards, it is a dynamic process. Anyone who wants a vaccine, can register on portal and get vaccinated, vaccine is free in all government hospitals, private hospitals can only charge ₹ 250, ₹ 100 has been fixed for hospital arrangements.”

“5.94 crore doses of vaccine are sent to foreign countries till now. Science should benefit everyone.”

Mr. Yadav asks if people above 60 can be vaccinated at home.

Minister says, “This issue has been flagged to us. In hospitals, people are kept under observation for 30 minutes after getting vaccinated. This matter will be raised before the expert committee, if it does not compromise their health, it can be considered.”

Shantanu Sen of TMC asks about the efficacy of the vaccines.

Minister says national expert group are abreast of all developments within and outside the country.

Anand Sharma asks about the efficacy and coverage of the vaccines against U.K., South Africa and Brazil variants of COVID-19.

“This information is already in public domain. We have access to genome sequencing data. Right now, experts are clear that a particular vaccine is effective against virus mutation,” says Mr. Vardhan.

Minister says ₹ 35,000 crore is allocated for vaccines in the budget.

On Ayush Ministry

“The world is praising the Ayush Ministry’s efforts in boosting immunity during the COVID-19 period,” says Ayush Minister Kiren Rijiju.

In our country, Ayurved treatment is not new, surgery is a part of it, has been going on since centuries. The process of surgery to be done by Ayurvedic doctors has been clearly defined in a notification. Mr. Rijiju says the traditional medicine system under Ayurveda is well defined, the surgery process is proven, will work in tandem with the Health Ministry.

What is the fate of the patient? asks Congress MP.

“As far as allowing surgery to continue (by Ayurveda doctors), there is no issue, it is not a question of allowing one group of practitioners in another, this is not a question of overlapping,” says Mr. Rijiju.

“Railway has prepared the National Rail Plan-2030”

The Chair allows members to take up issues under Rule 377.

Railway Minister Piyush Goyal thanks all the members for the debate on budget grants to Railway, assures all of them to consider the issues raised by them. “All our officials till late on Monday night…noted the issues raised by all the 53 members and the responses were also prepared…I will share the responses to the respective members. We are striving to make the Railway the engine for growth, meet the passengers’ and industries’ expectation, keeping all these in mind…with a different perspective, we have worked over the past seven years under the leadership of the Prime Minister. Many members said several projects were pending since long, we faced problems in this area only, in the past project announcements were made but necessary allocations were not made. In terms of investment, in 2004-09, it was about ₹ 1.25 lakh crore…it increased ₹ 2.30 lakh crore in 2009-2014.”

“However, in 2014-19, during the Narendra Modi government, about ₹ 5 lakh crore was invested in Railway. Recently, the amount has been increased to ₹ 2.15 lakh crore for just 2021-22.”

Indian Railways will never be privatised: Goyal

“Railway has prepared the National Rail Plan-2030 under which 68 projects have been earmarked as super critical for expeditious work, all necessary requirements of farmers and other various sectors have been taken into consideration and project wise, elaborate planning has been done instead of just distributing funds. Many accuse us of privatisation, Indian Railway will never be privatised, it is India’s property. However, road is also a national property, but no one stops the vehicles from plying…private buses should also ply, it will benefit the country. Likewise, if rail lines have been laid…shouldn’t there be our effort to provide better facilities to the passengers, for which there can be private investment. We have developed a large number of railway stations. All stations now have toilets, we are now trying to provide the same facility for the specially enabled.”

“₹ 230 crore is being invested to develop and beautify Amritsar station, about 50 such stations are being modernised across the country. I understand that there is private investment in this area, we should welcome it.”

“About 10 lakh employees of nine PSU banks are on strike”

Congress MP Ravneet Singh says about 10 lakh employees of nine PSU banks are on strike as they fear privatisation and loss of their jobs.

“Former PM Indira Gandhi had nationalised the banks so that common man could benefit from that. Financial security of the country will be compromised by the privatisation of banks. The private banks will not think of the betterment of the poor. They only want profit making… if we are suffering losses, so be it, at least the poor is getting benefited,” he says.

Health minister Harsh Vardhan says 75 medical colleges are sanctioned across the country. 157 medical colleges in various stages of development, till 2014 there were 50,000 MBBS seats in the country, 30,000 seats added in the past six years.

Priyanka Chaturvedi of Shiv Sena asks whether government has any plan to gather knowledge about medicinal plants from tribal people. Minister says one of the institutions in Himachal Pradesh has been assigned the job.

Rajeev Satav of Congress asks how many SC/ST/OBC/girl students participated in the Kishore Vaigyanik Protsahan Yojana? Science Minister Harsh Vardhan says, “These schemes are talent based and we look for students who are keen to read science, irrespective of caste and gender. We do not classify the talented students on that basis.”

Minister says the number of SC/ST students has been laid on the table of the House.

On Telangana’s turmeric farmers

Congress leader N. Uttam Kumar Reddy brings up the issue of a turmeric board in Telangana.

“Farmers have been agitating for a turmeric board in Telangana. Nearly 80% of the turmeric in the world is produced in India and 50% of that in a single district in Telangana. The land has been allotted for the board by the earlier government. There is no market intervention in turmeric, and so farmers are investing ₹1.5 lakh per acre for this… why has the board not been set up?” asks Mr. Reddy.

Union Minister responds that if the State government sends a recommendation in this regard, the Centre will take necessary action. He says that for the benefit of turmeric farmers, new varieties are being provided to them for higher production, and a park is being set up. There is already a board for many spices, no need for a separate board for it right now, he adds.

MP B.N. Bache Gowda proposes constitution of a national level turmeric board. Union Minister says an office has already been functioning for overseeing projects related to turmeric, and nearly 5,000 farmers of Khammam and Varangal have already been linked to it.

On fishing harbours in Kerala

Member Shashi Tharoor says fishermen of Kerala are facing problems.

“We have five major fishing harbours… what the fishermen need is small fishing harbours,” he says. Can hubs of economic activities be shifted to smaller harbours, he asks.

The Union Minister says: “In Kerala, we have earlier also given landing centres. In every villages we are establishing sagarmitra centres. We are working in coordination with the State government.”

On MPLAD funds

Finance minister Nirmala Sitharaman says she has recieved several representation on MPLAD funds (that were stopped due to COVID-19). The commitments made for financial year 2019-20, the year before the pandemic occured, will be fulfilled, she says. “For the year 2020-21 and 2021-22 no new commitments under MPLADS will be entertained. Money has been cleared from MoSPI and finance ministry… that money will be immediately spent at districts where commitments were made for the year 2019-20. Contact the district authorities for details,” she says.

Anand Sharma of Congress says parliamentarians were not consulted while taking away MPLAD funds.

Rajya Sabha | 11.40 am

Sanjay seth of BJP says that due to shortage of forensic doctors in hospitals, postmortem is not done properly. In most cases, safai karamcharis do the postmortem and doctors merely sign on the reports.

He says that the seats for forensic doctors should be stressed in medical colleges.

On caste-based census

Manoj Kumar Jha of RJD asks why there is no caste-based census this round. “The previous exercise was scrapped. Now we are talking about sub-categorisation of OBCs? Where is the data? Caste census should be done in Census 2021. We should know about the social status of a person selling vegetables,” he says.

Animal Husbandry Dairy and Fisheries Minister Giriraj Singh says the Fish Farmers Producers Organisations are being strengthened.

“From sea to inland, there is about 25% post-harvest (fish) wastage. Cold storage chain is being arranged, the government plans to reduce the wastage by 5-10%,” he says.

Mr. Singh adds that the Fish Farmers Producers Organisations are being strengthened. Special emphasis is being given on trout fishing, says the Minister in response to a query about the measures being taken in Jammu and Kashmir.

On reviving sick industries

Member E.T. Mohammed Basheer seeks information from the government on the steps taken to revive sick industries and for ensuring complete utilisation of installed facilities.

Due to military coup, nearly 1,500 police personnel from Myanmar have entered Mizoram, he says. “They were standing with the protestors. MHA has issued directions to stop them. They are our brothers, sending to Myanmar will mean killing them. Being the biggest democratic country in the world, we must ensure restoration of democracy in Myanmar, kindly request MHA for a renewed policy,” he says.

To this, the Chairman says that it is not a democratic right of any foreigner to come here and demand anything.

On bank employees strike

Leader of Opposition Mallikarjun Kharge brings up the issue of bank employees strike.

He says that lakhs of employees of nine banks have been on strike for past two days, and this has affected businesses and common people.

On March 17, general insurance companies are also going on strike. On March 18, LIC employees are going on strike against privatisation, he says, adding that around 13 lakh people work in these banks.

There are 75 crore bank account holders in these banks, and yet the government has decided to privatise these banks without consulting the stakeholders, he says. “This impacts the livelihood of 13 lakh employees. People in reserved category are eligible to get jobs in these banks, Indira Gandhi nationalised these banks, this empowered anyone to open an account in a bank. Even the 2008 bank recession could not impact India due to nationalised banks. The government should speak to the bank employees sitting on protest,” he says.

On crop loss due to locust attacks

Shardaben Anilbhai Patel (BJP, Gujarat) raises the issue of crop loss due to locust attack, and asks that the damage payment to farmer be increased.

Minister Kailash Choudhary lists the measures taken to control the locust attacks, including the spraying of material from helicopters and importing supporting machinery from the United Kingdom. He says measures would be taken on receipt of information from the State. “Every State has State  Disaster Fund, whenever the funds are required, States concerned may approach the Centre. The government is committed to compensating the farmers for the damage to their crops,” says the MoS. The Agriculture Minister also assures that all necessary steps will be taken.

NEW DELHI: The government has released Rs 13.73 crore for the disabled sportspersons till date under the Khelo India Scheme, Sports Minister Kiren Rijiju told the Rajya Sabha on Monday.
Despite sports being a ‘state subject’ under the Indian Constitution, the union government has been allocating funds scheme-wise since 2016-17, Rijiju said in a written reply.
“Funds are allocated by the Union Government Scheme-wise, not State/Union Territory-wise. Under one of the verticals of the Khelo India Scheme, namely ‘Promotion of sports among persons with disabilities’ funds to the tune of Rs 13.73 crore have been released till date for promotion of sports among disabled sportspersons,” Rijiju said.
More than 20 para-sportspersons have so far qualified for the Tokyo Paralympics to be held from August 25 to September 6. Many of these para-sportspersons are under the central government’s Target Olympic Podium Scheme.
“Sports being a State subject, the responsibility of development of sports, including promotion of sports competitions for divyang persons, rests with State/Union Territory Governments. The Central Government supplements their efforts by bridging critical gaps,” the Minister said.
“However, the Union Government has started a Central Sector Scheme, namely, Khelo India Scheme in the year 2016-17 and revamped it further with twelve verticals in 2017-18.”

External Affairs Minister S. Jaishankar is scheduled to make a statement in both the Houses regarding the recent developments pertaining to the welfare of Indians living abroad, NRIs and PIOs in the COVID-19 situation.

Both Houses saw multiple adjournments on all days of last week as the Opposition demanded a discussion on the rising prices of fuel in the country.

BJP MP Tapir Gao asks the government and the Medical Council of India to consider lowering the qualifying marks for Indian doctors who have come from foreign medical colleges. He says, “there are 45,000 such doctors across the country. Such doctors will help in rural and remote areas.”

Six institutes are studying the impact of climate change on glaciers. “Retreating of glaciers happen. This is a kind of natural phenomenon and also aggravated by climate change. No new project has been sanctioned in the upper-Ganga region,” says Mr. Javadekar

“Climate change is not an area-specific problem. It is a problem of the entire globe. The funds promised in 2009 was Rs. 100 billion dollars per year for developing countries. It is more than 1 trillion dollars now. Funds are not not coming in the way they should. Financial and technological support is basic to mitigating the impact of climate change,” says Mr. Javadekar.

Priyanka Chaturvedi of Shiv Sena says, “it is surprising to know that the government is in denial of climate change.”

To this, Mr. Javadekar replies, “I never said that unseasonal rain and climate change are not linked. I said that not every change can be linked to climate change. I had a meeting with the corporates. They are also working hard to fight climate change by planting trees,” he says.

Former Environment Minister Jairam Ramesh of Congress asks if capacity or supply target of solar energy has been achieved.

“We will have 40% of our energy capacity met by 2030 through solar energy,” says Mr. Javadekar.

Sports Minister Kiren Rijiju says, “National camp of Olympics will he held from now on in Gulmarg, Kashmir.”

“Kashmir has amazing potential in football, they have performed exceedingly well at the national level. Football will be promoted at priority. We will launch some more programs in Kashmir. Football will be our main agenda. Water sports will also be promoted,” Mr. Rijiju says.

40 small centres at block level and 140 small khelo india centres are already set up in J&K, the Minister says.

Probe regarding the reason for the  Chamoli disaster in Uttarakhand- that it happened due to the construction of power plant in the upper reaches has not been concluded yet, says EnvironmentMminister Prakash Javadekar.

“Himalayas are still a young mountain range. Mishaps aggravated by many projects, dynamites used by companies result in huge loss of tree cover not only in Uttarakhand but other parts also. Will use of dynamite be banned?” asks Anand Sharma of Congress.

“Whether dynamite is to be used or not is a highly technical issue. A high-level team is looking into it. We ensure that forest tree cover are not cut beyond what is permissible. They have to plant 10-fold trees in the given landscape,” says Minister Javadekar.

EAM S. Jaishankar makes a statement on the COVID-19 situation and the impact on Indians abroad.

“The Prime Minister had ordered Vande Bharat flights. Over 45 lakh persons returned through these filghts,” he says.

Kerala received the highest number of returnees, the Minister says, reading out data.

The government expended Rs. 33.5 crore from the Indian Community welfare fund, he says.

This largest repatriation would not have been possible without partner governments, Mr. jaishankar says, adding that this highlighted the success of diplomacy of the current government.

“India has concluded air bubbles with 27 nations so far, as people and students are returning back.”

Government is also urging partner governments to look at employment of our citizens sympathetically, he says.

“Under directions from PM, we have interacted with Saudi Arabia, Qatar and Oman.” Mr. Jaishankar mentions India’s effort of providing food items and medicines in the Gulf region.

Restoring employment has been the core of our agenda, says Mr. Jaishankar. Welfare or students is high on our priority, says the Minister.

Sea farers are also a category that require special attention. “Crew change rules pose a challenge but even the issue with crew on the Chinese ports have been successfully resolved.”

What are the plans to increase tree cover up to 33%, asks Ami Yagnik of Congress.

“A net increase of 15,000 sq. km. of tree cover is seen in the last six years. The tree cover is to further increase as Rs. 48,000 crore given to States for this purpose. It has been emphasised that 80% funds should be used for afforestation,” says Environment Minister Prakash Javadekar.

Not every weather change can be attributed to climate change, says Prakash Javadekar when asked about depleting water table in Marathawada.

Shakti Sinh Gohil of Congress says unseasonal rain has increased in Kuttch and Saurashtra region. “Is it due to pollution in nearby areas?” he asks, also speaking about the Uttarakhand disaster.

Mr. Javadekar replies, “Only pollution is causing rainfall throughout the year, we cannot say that.”

“Will the government make a suggestion to the BCCI to hold cricket matches in J&K?” asks Brijlal of BJP.

Sports Minister Kiren Rijiju says BCCI is not directly controlled by the government. “But we can encourage them. There is a huge interest in Olympic games among the youth of J&K.”

P.V. Midhun Reddy of YSRCP asks about taxes on diesel and petrol. He expresses concern about prices going up and asks that petroleum products be brought under the Goods and Services Tax regime.

Mr. Thakur says international crude prices in March last year was $19 per barrel but it has now gone up to $65 today. The Minister says the decision to bring petroleum products under the GST can be taken up by the GST Council only as certain taxes are levied by States as well.

Mr. Reddy then specifically asks what the Central Government is doing to reduce prices of petrol and diesel.

Mr. Thakur says States should take steps reduce their taxes and the Centre will take steps too to reduce its share of taxes.

K. Muraleedharan of Congress asks the same question on bringing the products under GST.

BJP ally and Janata Dal United MP Rajeev Ranjan says the Minister should tell the House when the Finance Ministry plans on making a proposal in the GST Council to bring petroleum products under the GST.

Mr. Thakur replies, “if the State governments are willing to discuss the subject of bringing up petroleum products under the GST in the GST Council, the Centre has no objection in discussing it.”

Sakaldeep Rajbhar of the BJP says sugar mills and other mills of the government in Ballia, Mau, Ghazipur and nearby areas in east U.P. have shut down due to policies of the previous governments. “The workers are on the brink of starvation, the mills should be revived and the migration of people to cities should be stopped,” he says.

NEW DELHI: Congress MP and member of G -23 Kapil Sibal Sunday said that the dissidents at the recent controversial meeting in Jammu spoke about strengthening the Congress and their objective was not antithetical to that of what the party stands for.
While he denied that the leadership’s anger over the Jammu meeting was behind the decision to leave out senior members of the dissident bloc from the ongoing assembly elections’ “star campaigners list“, Sibal, according to media reports, tersely remarked, “We are not stars, we are Congress workers. And the workers will do whatever he can do to ensure that Congress wins… I think that the party has the discretion to decide who are stars and which are the stars who shine and which are the ones who have lost their lustre.”
He said the good thing that happened from the G-23 letter to the leadership asking for reforms was that it was decided that elections will be held to the post of the party chief and the CWC. He said it was absurd to attribute personal motives like Parliament term or a Rajya Sabha nomination to the decision of leaders to ask the leadership for reforms. He said while only 23 Congress leaders signed the letter, there are “many many more who agree with us on these issues.” “All that we say is that the state that we are in today, we should work hard and embrace what the Congress stands for,“ Sibal said.

NEW DELHI: Both Houses of Parliament failed to function on Tuesday with leader of Congress in Lok Sabha Adhir Ranjan Chowdhury alleging “digital discrimination” against the opposition in the lower House, saying protests by them were being “blacked out”.
Speaker Om Birla retorted sharply and asked the Congress leader whether he was desirous of showing the public scenes of unruly protests and persistent disruption by opposition MPs. Chowdhury, however, persisted with his allegations, demanding that the “blackout” be stopped and said Parliament belonged not only to the government, but equally to opposition parties.
Protests, which have included waving of placards and slogan shouting, have not been shown on TV by order of successive Speakers, including those when UPA was in office.
Chowdhury said, “There is digital discrimination. Whatever the government says and does comes on television. Everyone is a stakeholder in the House. Whatever we do is being blacked out. The blackout should stop. The camera should focus on everyone.”

Incidentally, Congress MPs were in the well at that point, demanding a rollback of fuel and LPG prices, as well as a discussion on the subject. Parliamentary affairs minister Pralhad Joshi, endorsing the Speaker’s comments, said the opposition wanted the country to see Parliament in disarray.
Vociferous protests by opposition parties against rise in fuel prices led to repeated adjournments of Rajya Sabha as well, which consequently failed to transact any substantial business.
Congress, BSP, DMK, Shiv Sena and Left parties demanded suspension of regular business for a discussion on the record high prices of petrol and diesel as soon as proceedings began in the upper House at 11 am.
With Chairman M Venkaiah Naidu having already disallowed the notice moved by leader of opposition Mallikarjun Kharge, deputy chairman Harivansh said the ruling could not be “reopened” as per rules.
But the slogan-shouting opposition members persisted with their demand, with some of them even trooping into the well, leading to the first adjournment till noon. The House was then adjourned till 2 pm amid continuing uproar.
After lunch, law minister Ravi Shankar Prasad stressed on the need to take up the Arbitration and Conciliation (Amendment) Bill 2021, which has already been passed by Lok Sabha and seeks to replace an ordinance.
Senior Congress member Anand Sharma, however, said as per tradition, no government bill should be taken up when the opposition was demanding a discussion on an important issue.
“The opposition has a right to take up the issue,” he said. With the opposition showing no signs of relenting, the deputy chairman adjourned the House for the day.

The second part of the Budget Session of Parliament is set to begin from today but its duration is likely to be curtailed as most top politicians are busy campaigning for Assembly polls taking place in March-April. As of now, the Session will conclude on April 8.

Focus of the government in the second part of the session is to get the various demands for grants for the year 2021-22 passed along with the Finance Bill which carries various tax proposals. Some of the bills listed by the government include the Pension Fund Regulatory and Development Authority (Amendment) Bill, National Bank for Financing Infrastructure and Development Bill, Electricity (Amendment) Bill, Crypto currency and Regulation of Official Digital Currency Bill.

The first part of the Budget session started on January 29 with the President’s address to joint sitting of both houses of Parliament. The address was boycotted by over 20 opposition parties, including the Congress, in support of the demand of the protesting farmers for the repeal of the three farm laws.

Opposition raises slogans against the rising fuel prices

Question Hour starts amidst noisy protests from the Opposition benches.

Pointing at the Opposition benches, who are raising slogans against the government on rising fuel prices, Mr. Naidu says, “this will not be reported or relayed”.

Mr. Naidu says, “You don’t want the House to continue, you want to deprive the people from questions, this a mockery of democracy.”

“I don’t want to take any drastic action on the first day of the session.”

The house is adjourned till 11:00 a.m.

Leader of Opposition Kharge seeks a discussion on increasing fuel prices

Chairman Naidu says, “I have received a notice under Rule 267, from Leader of Opposition Mallikarjun Kharge, to suspend Business to discuss the rising and frequent increase in fuel prices.”

“I believe we can discuss the issue in the course of the ,” Mr. Naidu says.

Mr. Kharge says, “This is a burning issue. You are well aware that the petrol prices are now nearly Rs. 100 per litre and diesel is more than Rs. 80 per litre.”

Mr Naidu stops Mr. Kharge from making a speech on the issue. Mr. Kharge continues to speak on the issue, “The entire country is suffering.”

Mr. Naidu says Rule 267 is at the discretion of the Chair. To Mr. Kharge he says, “I allowed you to mention the subject. But there are multiple opportunities to discuss it in the course of the Session, during appropriation of Bill discussion.”

The Congress MPs oppose Mr Naidu’s ruling.

Chhaya Verma, of the Congress from Chhattisgarh says, “The slogan of Beti Bachao, Beti Padhao sounds good, but is far from the reality with so many cases of crime against women.”

Chairman Naidu says we should not drag politics into Women’s Day speeches.

Saroj Pandey of the BJP defends the ‘Beti Bachao, Beti Padhao’ slogan, and says that under the Modi regime, the sex ratio has improved.

Sonal Mansingh of the BJP says, “if we celebrate Women’s Day, then we should celebrate Men’s day too.”

Priyanka Chaturvedi of Shiv Sena says, “we should reserve 50% of the seats in Parliament for women. If we constitute 50% of the population, then why not give us 50% reservation.”

Seema Dwivedi of BJP says she hasn’t been differentiated against for being a woman in her career as a politician. “The men around me been very supportive.” She wishes all women on International Women’s Day.

Sampatiya Uikey of the BJP says women representation in all levels of governance has been on the rise. “All women, be it a woman in rural areas or in the urban areas, they are getting a lot of respect,” she says.

Chairman Naidu commends the contribution of women in fight against the pandemic and in the development of the nation. “We should denounce all practices derogatory to women,” he says, adding that one half of the population cannot be left behind if the nation wants to progress.

Ripun Bora of the Congress seeks permission of the House to remain absent for the duration of the session.

House saw high productivity in recent sessions: Chairman

The Opposition parties are up on their seats demanding a discussion on rising fuel prices. The Congress has moved an adjournment motion on the issue.

Mr. Naidu compliments Congress leader Mallikarjun Kharge, who has taken over as Leader of Opposition after the retirement of Ghulam Nabi Azad.

He congratulates the House for the high productivity in the recent sessions. He says the first part of the Budget session saw 100% productivity.

Mr. Naidu reads out the details of working of the standing committee, and says participation of non-Congress parties is very limited and the number of members who have not attended a single meeting of the committee has increased.

Footfall in the Parliament library  is not encouraging, Mr. Naidu says. “Visit the library, it is your own library.”

“I appeal to all the Members, to make it a point to be in the House, observe the debate, and enrich your knowledge,” Mr. Naidu says.
