JAIPUR: Dates for final examination except for board classes were announced on Wednesday. According to the orders issued by the state government, evaluation of classes I to V will be done on the basis of homework given under Smile 1 and 2 and for the rest of the classes examinations will be held.

Minister Govind Singh Dotasra posted on social media that no classroom examination will be held for primary sections and they will be marked on the basis of work given under Smile 1 and 2. Students of classes I to V will be promoted on April 1. From classes VI to VII, the government has decided to conduct examination between April 15 and April 22. Students will be given seats while maintaining social distancing and adhering to Covid protocol. For classes IX and XI, examination will be held from April 6 to April 22.

SPPU exams from April 10, date sheet out on March 25

PUNE: The Savitribai Phule Pune University (SPPU) will start the first-semester examination for all courses from April10. The practical examinations will be conducted by the colleges immediately after the last examination of the respective course.

Students of conventional courses such as BA, BSc and BCom will have question papers on the full syllabus, but question papers for students of professional colleges will be based on 70% of the syllabus.

The university circular on Wednesday said the date sheet of the examinations would be uploaded online on the official website on March 25 while the mock tests would be available for students from April 7.

The first semester examinations for all years of courses, should have been conducted in October/November 2020.

These exams will be conducted online in a multiple-choicequestion (MCQ) format for a one-hour duration for a total of 50 marks. For this, 60 MCQs will be given out of which correct answers to 50 questions will be considered.

“Most of the courses have completed 100% of their syllabus so their examinations will be held on the whole syllabus. The same goes for the courses that follow the annual pattern and external students. Meanwhile, the professional courses started their first semester on February 6 and hence for them, the respective board of studies have decided to go ahead with exams for 70% of the syllabus,” Mahesh Kakade, director of examination and evaluation at SPPU, said.

Once the results of the courses are announced by the university, the students will be able to fill up the examination forms for the second-semester examinations in a phased manner.

The schedule for in-semester, online, session examination (for theory subjects in certain courses and Fundamentals of Programming Languages ) should be conducted at the college level and the students should be informed accordingly, the university circular said.

Marks obtained by the students in this examination will be sent to the university by April10, 2021. Only those, whose internal marks are received by the university by April 10, will get to know their first semester results online. The mark sheets will be distributed after the results of the second-semester examinations are declared.

Backlog examinations and regular exams for certain students of the old syllabus as well as ME electives, will be conducted at the college level.

GSHSEB to conduct monthly exams for Classes 9-11 from March 19-27 even as Covid surges

AHMEDABAD: Even with the rising numbers of Covid-19 cases in Gujarat, the state education department has decided to pursue its plans to conduct monthly exams in person for Classes 9 to 12 from March 19.

In a notification issued on March 17, the Gujarat Secondary and Higher Secondary Education Board (GSHSEB) stated that the exams will be conducted from March 19 to March 27 for Classes 9 to 12 as scheduled.

“Monthly exams are necessary for periodic assessment of students and their promotion to the next class,” the notification states.

Students in containment zones or for schools that fall in such zones, exams will be conducted later, whenever the situation normalizes, it added.

The decision to conduct exams when Covid-19 cases have risen sharply in the state caused an uproar among parents. Exams will be conducted in pen-and-paper format and students will have to go to their schools.

The state education department released figures of government school attendance, according to which many districts are witnessing 80% to 90% attendance. This has caused further concerns about social distancing and risk to the health of students, especially while medical colleges in Ahmedabad have begun partially closing on-campus studies after four first-year MBBS students tested positive for Covid recently.

Navsari, with 90.30% school attendance, is at the top of the list. Such levels of attendance may pose grave risk to the health of students if exams are conducted, said an expert in the education sector. Ahmedabad has been seeing 70% attendance while Dangs ranks among the lowest with 60% of students going to school, government data shows. The average attendance across the state, it claims has been 74.22%

In Surat, 37 new cases were reported from schools and colleges earlier this week. This has become a major concern for parents who are reluctant to send their wards to school.

Due to the rising number of Covid-19 cases, the government on Wednesday ordered the closure of all gardens and parks in Ahmedabad.

Earlier this week, the government imposed night curfew in the four major cities of the state – Ahmedabad, Vadodara, Surat and Rajkot — between 10pm and 6am.

PATNA: Bihar School Examination Board (BSEB) on Wednesday released the schedule for conducting the Diploma in Elementary Education (D.El.Ed) special exam 2020. Board chairman Anand Kishor informed that the D.El.Ed special exam would be held between April 6 and April 10 in two sittings at various exam centres in Patna district.

The first sitting will be held from 10am to 1pm while the second sitting will be from 2pm to 5pm. The admit card for the exam will be released on March 24 on — secondary.biharboardonline.com.

BSEB conducts the D.El.Ed special exam for students of affiliated private training colleges. Earlier the exam was scheduled to be conducted between March 17 and March 21, however, it was postponed due to unavoidable circumstances.

Punjab: Nineteen MBBS students tested positive for Covid 19

AMRITSAR: Nineteen out of sixty students of Government Medical College (GMC) who had gone to Jodhpur without informing the college authorities were tested positive for coronavirus and have been sent for home isolation .

Principal, GMC, Dr. Rajiv Devgun informed on Wednesday that sixty students of the second year of MBBS had gone to Jodhpur on their own and had not taken permission or informed the college authorities which was against the guidelines.

He further informed that all of them had returned on the intervening nigh of Saturday and Sunday .”When we came to know that they had entered the hostel, we got them tested for coronavirus and those found positive were isolated for the time being and their parents were informed, late they were sent for home isolation” said Devgun adding that a total of 19 students who hailed from different parts of Punjab were tested positive for coronavirus.

“They were all asymptomatic but they could have potentially spread the coronavirus since they lived in the hostel” he said . They had gone to Jodhpur from where already a high number of cases of coronavirus had been reported added he.

He said taking disciplinary action against them, the college administration had suspended all the sixty students for one month since they had broken the Covid 19 guidelines.

Meanwhile, a total of 178 coronavirus-positive cases were reported from different parts of the Amritsar district on Wednesday. Out of 178 cases, 93 were the new cases while 85 were the contact persons of the Covid 19 patients. A sixty five years old persons Sohan Singh , resident of Jharu Nangar village , died in the Guru Nanak Dev Hosptial due to Covid 19.

SHILLONG: The education department in Meghalaya will soon announce the dates for the Meghalaya Teachers’ Eligibility Test (MTET) examination, state minister Lahkmen Rymbui said in the assembly on Wednesday. Replying to a query during Question Hour, the education minister said the notification for conducting the examination will be issued in the coming weeks.

Legislators present in the House had expressed concern over non-availability of qualified teachers in many primary schools.

Congress MLA HM Shangpliang said, there are 10 such schools in Mawsynram area under East Khasi Hills, 80 in Ranikor in South West Khasi Hills and 20 to 30 such schools in Rambrai-Jyrngam area of West Khasi Hills district.

He also requested the state government to allow teachers, who had not qualified in the last MTET exam, to teach in schools in border areas, where students are taught in their mother tongue, mostly in Garo language.

NPP MLA Rakkam Sangma said over 80 schools in Rongaru Siju, his constituency, are also without teachers.

Speaker Metbah Lyngdoh requested the education minister to address the problem at the earliest.

In his reply, Rymbui said, there will be no temporary appointment in such schools to set things straight in the department.

“(This is because) the process of appointing teachers and rationalisation of teachers is going on and it will be completed within a few weeks.

“Whatever is being done is in consonance with the law of the land and for the benefit of students,” the minister said.

Allahabad university news: AU VC lodges complaint against ‘azaan on mic’ disrupting sleep

PRAYAGRAJ: The vice-chancellor of Allahabad University, Prof Sangita Srivastava complained to Prayagraj district magistrate Bhanu Chandra Goswami about high decibel ‘azaan on mic’ at a mosque in Civil Lines near her residence disrupting her sleep and affecting her health.

In her letter to the DM, also sent to the divisional commissioner, IG range and SSP, the V-C referred the judgment passed by the Allahabad High court in PIL No 570 of 2020 (Afzal Ansari and 2 others Versus state of UP and 2 others) and demanded action.

On Wednesday, when a joint team of police and district administration approached the mosque management committee, the latter changed the direction of the loudspeakers and turned the volume down.

Prayagraj DM Bhanu Chandra Goswami told TOI, “The vice-chancellor had sent a letter demanding action on use of loudspeakers for azaan. Necessary action has been taken on the complaint as per rules and regulations.”

In her letter, the VC wrote, “This is to bring to your kind notice that every day at 5.30am, my sleep is disturbed due to loud azaan on mic from the nearby mosque.”

She added the noise wakes her up and she is unable to sleep after that even after trying hard. “This causes headaches throughout the day and impacts my work,” she said.

The letter further reads, “An old adage says ‘Your freedom ends where my nose begins’. This holds true here. I am not against any religion, caste or creed. They may perform the azaan without the mike so that others are not disturbed. Before Eid also they announce sehri on loudspeaker at 4am. This practice also creates disturbance to other people. The Constitution of India envisages a secular and peaceful co-existence of all communities, which needs to be practised in letter and spirit.”

Kindly refer to the appended judgement passed by the Hon’ble High Court, Allahabad in PIL No 570 of 2020 (Afzal Ansari and two others versus state of UP and 2 others), she added.

When police and administration officials approached the mosque management, the committee turned down the volume of loudspeakers, brought down their number from four to two and changed their direction so that there is not any inconvenience to people of the locality.

Youth stares at dwindling government jobs

The Union Public Service Commission (UPSC) has over the years noticed a decline in the number of job vacancies for the candidates. In 2014, there were around 1364 total vacancies in UPSC which reduced to 1164 in 2015, 1209 in 2016, 1058 in 2017 and 812 in 2018.

Since 2014, the posts advertised by UPSC have dropped remarkably by 47%. The dip is seen even when the country is experiencing a shortage of IAS and IPS officers.

A report citing a Department of Personnel and Training (DoPT) official said most of the shortages in the government sector are at the entry-level.

Apart from the civil services, the total recruitment by the UPSC in other exams such as Engineering Services Examination, Combined Medical Services Examination, Combined Defence Services Examination, National Defence Academy Examination, Central Armed Police Forces Examination, among others also witnessed a dip of 30%.

The decline in the number of vacancies in the government sector is a result of increased privatisation, digitisation and automation, observe the academicians.

“The liberalisation policy of the 1991 has moved to another level lately. Various policies implemented in the last few years have led to a significant reduction in the number of vacancies required in the government sector. Manual work is now being replaced by machines. For instance, after GST, the tax collection process was automated as a result of which fewer officials are required to work for taxation,” says Manoj K Jha, founder, GS Score Institute.

We cannot expect the number of job opportunities to rise in the coming future, it will continue to further reduce in a few years, before stabilising at one point, he adds.

In 2013 there were around 20, 000 vacancies in Staff Selection Commission (SSC), which reduced to 12,000 in 2018 and 8,000- 9,000 vacancies now, highlights Deepak Mishra, an SSC tutor.

The downsizing in the number of opportunities in SSC is a result of multiple factors including the inability of the government to create more jobs, shady administrative process and lack of honesty in conducting the exams, he highlights.

“The SSC exams have also been marred by paper leaks, continuous rescheduling of dates and excessive delay in result declaration. In addition, the government is filling up the positions on an ad-hoc basis in most organisations. The exams for railways and SSC conducted by NTA have been widely affected by the ongoing inefficiency,” he says.

While the Banking sector has been advertising fewer job vacancies for many positions over the years due to the merging of many banks, the examination conducting bodies IBPS and SBI have achieved the set deadline for conducting exams and result declaration.

The loopholes and the inefficiency in the administrative procedure is greatly impacting the students who devote several years of hard work to these competitive exams.

Vivek Yadav, SSC aspirant from Noida, who is still waiting for the results of SSC exams held in 2018 says, “Students are not left with many career options due to the long delays. We invest in 3-4 years to prepare and appear for the exam, and the continuous postponement and rescheduling leads to unambiguity and uncertainty. Students are this way not left with exit options also and lose out on alternative opportunities too.”

nagaland school reopen: Regular classes for standard 1-5 in Nagaland from Mar 22

KOHIMA: The Nagaland government has permitted re-opening of regular session for classes 1 to 5 in the schools across the state from March 22. In this connection, Principal Secretary (Home) Abhijit Sinha on Tuesday issued Standard Operating Procedure (SOP), outlining various generic precautionary measures to be adopted in addition to specific measures to be taken to contain the spread of COVID-19 when schools resume normal functioning.

Schools across the state were closed since March last year due to the COVID-19 pandemic and educational institutions had been conducting online classes during the period. The generic preventive measures include simple public health measures that are to be followed to reduce the risk of COVID-19, Sinha said. These measures need to be observed by all including teachers, employees and students at all times. The government SOP states that physical distancing of at least 6 feet should be followed as far as feasible, while use of face covers/masks would be mandatory. It has also directed frequent hand washing with soap (for at least 40-60 seconds) even when hands are not visibly dirty. Use of alcohol-based hand sanitisers (for at least 20 seconds) can be done wherever feasible, it said while also emphasising on respiratory etiquettes to be strictly followed. The sop also prohibits spitting around.

The sop has also asked the school authorities to specifically ensure seating arrangement to ensure a distance of 6 feet between chairs, desks etc. and also prepare alternate day routine for classes as per the enrolment in each class and the infrastructure facilities available. Schools outside the containment zones only shall be allowed to open, said Sinha, adding that students, teachers and employees living in containment zones will not be allowed to attend schools. Students, teachers and employees shall also be advised not to visit areas falling within containment zones.

Assemblies, sports and events that can lead to overcrowding are strictly prohibited under the SOP, he said. The schools should display state helpline numbers and also numbers of local health authorities to teachers, students and employees to contact in case of any emergency, he added.
