BHUBANESHWAR: Odisha School and Mass Education Department on Wednesday promoted all the students from standard 1 to 8 to the next class without examination for the academic session 2020-21.

The decision came in view of the closure of schools during the COVID-19 pandemic.

The state government has also decided to conduct remedial classes for the first two to three months in the new academic session to bring the students to appropriate competence level.

The decision will be applicable to all government, government-aided and also un-aided private schools under the School and Mass Education Department.

In Odisha, schools reopened for 10th and 12th standards from January 8, while colleges and universities for final year students reopened from January 11.

NEW DELHI: Ministry of Education has released the admit card for Study Webs of Active-Learning for Young Aspiring Minds (SWAYAM) March examination 2021 on its official website.

Candidates who have applied for the SWAYAM examination can visit the official website of SWAYAM — swayam.gov.in — to check and download their SWAYAM admit card March 2021.

SWAYAM March exam will be conducted on March 25 and 26, 21. The afternoon exam scheduled from 02:00 PM – 5:00 PM has been changed to 03:00 PM – 06:00 PM. The information available on the website reads “In the wake of COVID-19 situation and to ensure social distancing and proper sanitization process, it has been decided to change the timing of afternoon shift of SWAYAM Examination scheduled to be held on 25th and 26th March 2021: Afternoon exams, which were earlier scheduled from 2.00 PM to 5.00 PM has now been changed to 3.00 PM TO 6.00 PM.”

Candidates can download their SWAYAM admit card March 2021 either from the official website or from the direct link provided below. Candidates need to login with their email ID and click on submit key.

BHUBANESWAR: Following confusion over promotion of students from classes I to VIII, the state government on Tuesday clarified that all private schools which have been conducting online classes can take the exams online.

“Those schools which have been able to conduct online classes for students during the last one year and have the required infrastructure can conduct the final examination in online mode for students of classes 1 to VIII,” school and mass education minister Samir Ranjan Dash said.

He said conducting online exams may not be possible for government schools as many students could not attend online classes due to various issues like internet connectivity and unavailability of smartphones. The government is planning to promote all students to higher classes without conducting the annual examination, Dash had said.

The minister’s announcement had triggered confusion among private schools as many have already completed their annual exams while some are supposed to hold it in March and April.

“Since we have been conducting online classes and students had also appeared for half-yearly exam in virtual mode, the government should allow us to conduct the annual exam also in online mode,” said Minakshi Rao, teacher in a private school.

Due to Covid-19, schools in the state have been closed since March 17 last year. “Promoting students without conducting the annual exam is not good for students as they may lack motivation to study and perform well in the exam,” said Rajanikant Sahu, teacher in a government school.

KOLKATA: The schools, colleges and universities shall maintain the status quo and continue holding classes in virtual mode until the new government is sworn in. Sources in the school education and higher education department said that no directives about new classes reopening will be sent to the schools until the election results get out.

While schools will hold classes between IX and XII, the higher education institutes will keep teaching online. The college principals, however, are worried over the status quo which means that practical classes for the final-year students will remain suspended unless another round of meeting is held between the vicechancellors and the state higher education authorities.

Also, the summer vacation for several teachers is set to be suspended as the Board examinations will continue up to May and June. The students too will have curtailed vacations.

In colleges, many institution heads are worried over practical classes remaining suspended for the final semester of Undergraduate students. “Although we had opened labs for PG students, it was discontinued later,” said Siuli Sarkar, the Lady Brabourne College principal.

“We’ll continue the new session online from April 20. The summer vacation for the teachers stands cancelled. We expect to meet vaccination target in end-June and thereafter some decisions will be taken,” St James’ School principal T H Ireland pointed out.

Seema Sapru, the Heritage School principal, added that they will not call the junior classes unless it is safe for the students to attend on-campus lessons.

PRAYAGRAJ: As many as 56 lakh students have registered this year to appear in the high school and intermediate examinations of Uttar Pradesh Board, despite the impact of Covid 19 on the education in schools.

The total number of students this year is 56, 03, 813.

This, incidentally, is also the centenary year of the UP Secondary Education Board, also known as UP Madhyamik Shiksha Parishad.

UP Board secretary Divya Kant Shukla, said, “For 2021 exams, a total of 56,03,813 students, including 29,94,312 of high school and 26,09,501 of intermediate have registered. There will be a total 8,513 examination centres this year.”

Interestingly, the total number of students appearing in the board exams that begin from April 24, exceeds the population of around 118 countries, including New Zealand, Kuwait, Norway, Finland and Ireland, each having less than 56 lakh citizens.

The UP Board was set up in 1921 at Allahabad by an act of the United Provinces Legislative Council and had conducted its first examination in 1923.

In its 100 years of journey, the number of students appearing in its high school and intermediate exams has increased 976 times, earning it the distinction of being one of the largest examination-conducting bodies of the world.

As per records, 5,744 students had registered for the board’s first examinations conducted at 179 centres in 1923. Then 5,655 students were in high school and 89 in intermediate.

In 1947, the examinee count swelled to 48,519 for which 224 examination centres were made. The count further increased to 1,72,246 in 1952.

The number is still high even though UP Board had adopted strict anti-copying measures, following which the number of examinees registering for exams has fallen in the past few years.

The UP Board has opened regional offices in Meerut (1973), Varanasi (1978), Bareilly (1981), Prayagraj (1987) and Gorakhpur (2017), which are running under regional secretaries.

“The increase in the number of examinees has increased the workload many times. Five regional offices were set up over the years new technologies were embraced besides adopting anti-copying measures for holding fair examinations,” said officials.

Madras University result: University of Madras First Semester Results to be announced this week

CHENNAI: University of Madras will declare this week the results of more than two lakh candidates who had appeared for online exams conducted between December 2020 and February 2021.

More than 50,000 first year students appeared for first semester exams conducted from February 10 to 23. The university also conducted an arrear exam for around 60,000 students between December 21 and February 10. One lakh had registered for the arrear exam in April 2020 that the government cancelled in August citing Covid. But a high court order in December directed all the state universities to conduct the arrear exams.

The university will release the second year exam results.

“The colleges which received questions from the university have sent them to students through WhatsApp. The students wrote the exams from their homes and sent the answer sheets on the same day to the respective colleges. The colleges evaluated the answer scripts and sent the marks to the university. The exams were not monitored. It was conducted based on mutual trust,” a principal from a city college said.

Anna University is also preparing to publish by the last week of March the results of 4.25 lakh students who appeared for an online proctored test. Among the students, 2.7 lakh have appeared for arrear exams.

“In architecture, there is a paper called theory-cum-studio. Besides the test, experts wanted to conduct viva for 20% marks. After conducting viva for this paper, we will release the results,” an official said.

DBSE – Delhi gets its own education board

NEW DELHI: The Arvind Kejriwal government on Tuesday has announced the setting up of the Delhi Board of School Education (DBSE).

Taking to Twitter, Delhi’s Directorate of Education has announced, “Now Delhi has its own education board. Delhi Education Board got registered today.”

The directorate of education has congratulated students, teachers, and other stakeholders adding that this will bring the most awaited reform in their assessment system.

In the coming 2021-22 academic session, 20 to 25 schools will be under the new board, Chief Minister Arvind Kejriwal had earlier said.

On March 6, Kejriwal has informed that Delhi Cabinet has given approval for the constitution of its own school education board – the Delhi Board of School Education.

The Board will have a Governing Body, chaired by the Education Minister. It will also have an Executive Body for day-to-day functions and will be headed by a CEO. Both bodies will have experts – from professional industries, the education sector, principals of government and private schools, and bureaucrats.

At present, there are about 1,000 government schools and 1,700 private schools in Delhi, nearly all of which are affiliated with the Central Board of Secondary Education (CBSE).

In July last year, the Delhi government had constituted two committees to prepare the scheme and framework for the formation of the state education board and curriculum reforms.

neet 2021 news: HC seeks CBI response on NEET malpractices in other states

MADURAI: The Madras high court has sought a response from the CBI as to whether NEET impersonations were reported in other states, after taking into account that a large-scale conspiracy was hatched among several people from other states.

The court was hearing the bail petition filed by Rasheed, a middleman who was arrested in connection with a NEET impersonation case by the Theni CB-CID police.

The CB-CID deputy superintendent of police who appeared before the court submitted that they have collected various documents and also sent instructions to the colleges to find out the impersonators. He further submitted that they had also sent a letter to UIDAI seeking for comparison of the photos and also the fingerprint.

Justice M Nirmal Kumar observed that the court finds that other than Tamil Nadu, such malpractices were not reported in any other states. The apprehension is that the same modus operandi was adopted in other states, but has not been reported.

The judge said that the CB-CID officials concentrated only on students who had been admitted in Tamil Nadu. However, there is no cooperation on the side of UIDAI and from the director of medical education and other stakeholders.

The judge said that the students involved in such malpractices deny the seats for bright students in getting medical seats.

To prevent such malpractices, judge Suo Motu impleaded the Madurai district superintendent of police of CBI – anti-corruption branch and sought a response as to whether such malpractices were reported in other states.

The counsel appearing for the petitioner submitted that the petitioner had already been granted statutory bail by the trial court and hence, he seeks permission from this court to withdraw this petition.

The petition has been kept pending and adjourned to March 18.

SPPU exam news: SPPU accepts ‘exceptional’ rise in pass percentage in Oct 2020 exam

PUNE: Savitribai Phule Pune University has said it had an ‘exceptional’ increase in passing percentage in the term-end examinations held in October 2020.

The authorities reasoned that the increase was due to the online-MCQ-based model adopted for the examination. Sources said the passing percentage increased by almost 25% compared to the last year.

Some senate members have sought offline examinations so that the quality and standard of the examination are maintained.

A Board of Examination and Evaluation member of the university, on the condition of anonymity, said the university examinations are quite tough to clear, and generally the pass percentage for all branches put together is around 30%. But, last year, in the October 2020 examination for final year students, the result was between 50% and 100%.

“MSc biotechnology, which is a tough course and has generally a pass percentage of 20-22%, had a pass percentage of over 90%. There were cases of students who had failed for several years, passing the examination with almost cent percent marks in the last examination. Hence, it won’t be wrong to say that due to lack of proctoring, students did use unfair means easily to clear the examination hence the increase in pass percentage,” the member said, adding that the condition was the same across the universities in the country.

Several questions were raised by senate members about the examinations and if the university saw an exceptional number of students passing the examination. They also wanted to know if there was a proposal under consideration for the university administration to study the reasons for the increase if qualitative changes will be made in the exam system.

One of the management council members replied on the behalf of the university that there was indeed a huge increase in the number of students passing the examination in 2020 and this is being studied by a committee.

Two Sides To The Problem


The Examination Reform Committee has already been constituted by the management council to study all this. The structure of the examination in October 2020 was such that 40% of the questions were very easy, 40% of the questions were moderately difficult and the other 20% were difficult to solve. As per the order of the government, 40% of the questions were made available to the students for preparation. Hence it was noticed that the result of the examination increased in an exceptional manner

SPPU’s reply to the Senate’s question


This time we saw a pass percentage increase of 20-25% in the examination results which is very high. The examinations were not proctored and that could have contributed to this increase. We have appointed a committee to study these phenomena. Meanwhile, the upcoming first-semester examination from April 11 will be proctored and hence there will be proper monitoring of students attempting it

police vacancy 2021 up: 5.31 lakh police posts vacant in India, max in UP: Govt

NEW DELHI: There were over five lakh vacancies in police departments across states and Union territories in the country, with the maximum posts lying vacant in Uttar Pradesh, Parliament was informed on Tuesday. As per data compiled by the Bureau of Police Research & Development (BPR&D), the sanctioned strength of police was 26,23,225 while the actual strength was 20,91,488 and 5,31,737 vacancies were there as on January 1, 2020, Minister of State for Home Affairs G Kisha Reddy informed the Lok Sabha.

Reddy tabled these figures in response to a query by DMK MP T R Paarivendhar, who had sought to know details of police posts lying vacant across the country.

While presenting the data, Reddy in his written response stated that “police” is a state subject and it is primarily the responsibility of the state governments to fill up the vacancies in the police force in the states.

“The Centre also issues advisories to the states for filling up these vacancies in the states and to bring in the requisite reforms in the police administration to meet the expectations of the people,” he added.

Uttar Pradesh had the maximum 1,11,865 posts lying vacant in the state police against a sanctioned strength of 4,15,315 while its actual strength was 3,03,450, according to the BPR&D data.

West Bengal had 55,294 police posts lying vacant followed by Bihar (47,099), Madhya Pradesh (31,488), Telangana (29,492), Maharashtra (28,550), Gujarat (27,349), it showed.

Delhi had 9,767 vacant police posts, as per the data. Nagaland was the only state in the country to have an actual strength more than the sanctioned strength.

It had 28,113 police personnel against a sanctioned strength of 26,738, the data showed.
