NEW DELHI: The option of self-enumeration in the upcoming census — allowing residents to respond to questionnaires online before census workers come calling possibly in the second half of this year — will be offered both at the ‘houselisting’ and ‘population enumeration’ stage.
The government had earlier announced that respondents could self-enumerate only in the population enumeration phase.
Self-enumeration for the houselisting phase will allow residents to enter details like housing conditions, housing amenities and assets possessed online through the census app or the Central Monitoring and Management System (CMSS) portal. A reference code will be generated and shared later with the enumerator during her field visit. Similarly, for the second phase of population enumeration, people can use the app/CMSS portal to self-enumerate data on religion, literacy, language, SC/ ST, economic activity, migration and fertility.
There shall be a selfenumeration option for National Population Register (NPR) update as well, allowing residents to furnish online demographic details such as name, parents’ name, date and place of birth, nationality, voter ID, Aadhaar number (voluntary) and mobile number.
Sources in the government told TOI that a pre-test for the mobile application and CMSS portal had been completed. The pre-test covered one location in every state and Union Territory.

Linking PAN-Aadhaar deadline

Because of the COVID-19 pandemic situation, the government had extended the deadline to link your Permanent Account Number (PAN) with Aadhaar to March 31, 2021. The previous deadline was June 30, 2020. Don’t forget to link these important documents by the March end deadline, else the PAN will become inoperative from April 1, 2021.

Filing revised ITR

The Central government has also given time until March 31, 2021 for filing the revised or delayed income tax return for FY 2019-20. If you missed the earlier deadline, you must file the revised ITR before March 31. Filing later may lead to a late fee of up to Rs 10,000. However, you have to pay a late fee of Rs 1,000 only if your income is up to Rs 5 lakh.

Filing advance tax

According to the income tax laws, if a taxpayer has a tax liability of more than Rs 10,000 in a financial year, then they are liable to pay advance tax in four instalments. March 15, 2021 was the deadline for paying the fourth instalment of advance tax for the FY 2020-21.

LTC Cash Voucher Scheme

Central government employees need to submit their Leave Travel Concession Cash Voucher Scheme (LTC) by March 31, 2021. They need to fill in the correct format to avail tax benefits under the LTC scheme.

Emergency Credit Line Guarantee Scheme

Among other subsidies and beneficial schemes, the Centre had earlier announced the Emergency Credit Line Guarantee Scheme to enhance its self-reliant India package. Under the scheme, the Centre provides loans without collaterals to small and medium traders during the pandemic.

Vivad Se Vishwas

Under the Centre government’s ‘Vivad Se Vishwas’ scheme, the last filing declaration was extended to March 31, 2021. The Direct Tax ‘Vivad se Vishwas’ Act, 2020, which came into being on March 17, 2020, was introduced to reduce pending income tax litigation and generate timely revenue for the government and benefit taxpayers.

As March 31 Deadline Inches Closer, Here’s How to Link PAN and Aadhaar

The Government of India has made the linking of PAN (Permanent Account Number) with Aadhaar mandatory. Under the current laws, it is mandatory to link Aadhaar card with PAN card for filing of income tax returns (ITR), failing to do so may attract a penalty of Rs 10,000 and will also make the PAN card inoperative.

The Central Board of Direct Taxes (CBDT) had also declared that all Indian citizens must link their PAN and Aadhaar card before the said time period. Failing to do so you may not be able to use your PAN cards for financial transactions such as opening a bank account or avail monetary benefits from the governments like pension, scholarship, LPG subsidy etc.

In case you haven’t applied for linking PAN to Aadhaar card, here’s how to by following either of the two ways:

To link PAN-Aadhaar online:

Step 1: Keep your PAN and Aadhaar card ready to enter details

Step 2: Visit the e-filing portal of the I-T department (www.incometaxindiaefiling.gov.in).

Step 3: Under the ‘Quick Links’ section, click on ‘Link Aadhaar’ on the left side of the webpage.

Step 4: You will be directed to a new page.

Step 5: Enter in the PAN, Aadhaar number and other required details like your name as per the Aadhaar card, etc.

Step 6: Put a tick on the box only if the birth year is mentioned in your Aadhaar card.

Step 7: Mark ‘I agree to validate my Aadhar details with UIDAI,’ if you agree to do so.

Step 8: Enter the captcha code on your screen (visually challenged users can request for one-time password, or OTP, instead of the captcha code. You will receive the OTP on your registered mobile number).

Step 9: Click on the ‘Link Aadhaar’ button and submit the request.

To link PAN-Aadhaar via mobile phone:

Step 1: You can send SMS to 567678 or 56161 in the format: UIDPAN<12digit Aadhaar><10-digit PAN>

(Example, if your Aadhar number is 108956743120, and your PAN is ABCD1234F, then send type UIDAI space 108956743120 ABCD1234F and send it to 567678 or 56161.)

You will be notified once the PAN-Aadhaar linking is done successfully.
