Delhi Chief Minister Arvind Kejriwal on Friday hit out at the opposition parties for opposing the Delhi government’s decision to unfurl the tricolour across the city, asking “will it be hoisted in Pakistan if not in India”. Speaking in the Delhi Assembly, Kejriwal charged the Congress and the BJP of opposing the themes of ‘Deshbhakti’ and ‘Ram Rajya’, as well as initiatives like yoga training espoused by his government. His comments, however, drew a sharp criticism from Delhi Congress president Anil Kumar, who asked Kejriwal to either prove his “unfounded” allegation or resign.

BJP MLAs, participating in a discussion on the city government’s budget in the Assembly, also mocked the ruling party for talking about “Deshbhakti” and “Ram Rajya”. The chief minister further said there should be no politics over patriotism and the country belongs to all.

“In the budget, we announced that we will unfurl the tricolour at 500 places across the city. Whenever we see the national flag, we are reminded of the soldier fighting at the borders. I fail to understand why the BJP and the Congress have been opposing the decision,” Kejriwal asked. “Why are they opposing the installation of 500 flag masts across Delhi? If not in India, will our flag be unfurled in Pakistan, if not in Delhi, will it be unfurled in Islamabad,” he said.

The Delhi government had on March 9 presented a Rs 69,000-crore budget themed on “patriotism” under which installation of 500 flag masts and programmes on the lives of freedom fighters are planned across the city. Kejriwal had said “Deshbhakti” (patriotism) was the defining feature of the budget. Later, participating in a discussion on the Motion of Thanks to the Lieutenant Governor’s address during the Budget Session, the chief minister had said his government has been following 10 principles, inspired by the concept of “Ram Rajya”, to serve the people in Delhi.

Kejriwal said the opposition parties were mocking the Delhi government for its announcement to bid for 2048 Olympic Games and increasing the per capita income to Singapore’s level by 2047. “We will achieve it… We will approach the Centre and the Indian Olympic Association to bid for Olympics. We all will do it together,” he said.

The chief minister also said almost all states and the Centre presented “deficit” budget in the last one-and-a-half months, but Delhi is the only “state” which has a “surplus” budget in these difficult times. Kejriwal also alleged that the Congress and the BJP are opposing his government’s announcement to send elderly to Ayodhya when Ram temple is ready.

“Is it a crime to provide our elders with a free pilgrimage to a place of worship such as Ayodhya? Rather than supporting the move, the opposition wants to play politics in everything,” he charged. He said opposition parties were mocking the AAP government after hearing that it will bid for the Olympics and work to raise the per capita income of Delhi up to Singapore.

“When we fought elections in 2013, we promised to provide electricity at half rates, but they used to mock us. We did it in just 49 days. We promised to improve government schools and hospitals, they mocked us. We did it in just five years. “Today, they are mocking us over hosting Olympics, but we will definitely do it. 100 years of independence will be completed in 2047, 25 years are left from now. We have seen a dream to develop the nation in these 25 years and the people of the nation will fulfil this dream, he asserted.

Earlier, BJP MLAs launched an attack on the budget amid protests by ruling AAP members in the House. In a sarcastic remark, Leader of Opposition Ramvir Singh Bidhuri urged Deputy Chief Minister Manish Sisodia, who had presented the budget, to send him a Whatsapp message when Delhi’s per capita income equals Singapore in 2047, saying he may not be there by then.

“You have talked of hosting Olympics in Delhi but have cut the sports budget this year,” Bidhuri said. He also criticised the government over “Deshbhakti” budget and “Ram Rajya” and asserted that all the AAP MLAs will be taken to Ram temple by his party.

His party colleague Anil Bajpayi said it is good that Kejriwal has adopted “Ram Rajya” but he will have to go through “Agni Pariksha” (test of fire) to achieve it. Sisodia, who is also holds the finance portfolio, hit back at the BJP over its criticism of his government’s “Deshbhakti” budget.

“I want to tell those who act as ‘thekedars’ of Lord Rama that we not only have Ram on our tongues but also in our hearts. We are not like them who believe in ‘Muh mein Ram Bagal mein Chhuri’. They will now see who they are pitted against.” Patriotism for the AAP government is progress of each Delhiiite, opening schools and Mohalla Clinics, unfurling tricolour, supply of affordable power and water supply, respect to all, he asserted. “You claim to be ‘deshbhakts’ and yet plant nails to stop farmers from asking questions. You declare a soldier mad when he questions the quality of food,” Sisodia said while attacking the BJP.

The BJP MLAs walked out of the House amid Sisodia’s speech and did not participate in passing of the budget with voice vote. Bidhuri later said the deputy chief minister started talking about BJP and its policies instead of replying to issues raised by the opposition.

The BJP MLAs walked out in protest as Sisodia continued with his “diatribe” without addressing questions on his budget, said the Leader of Opposition.

NEW DELHI: Reacting to Delhi chief minister Arvind Kejriwal’s statement of Delhi making a bid for hosting Olympics in 2048, Indian Olympic Association (IOA) president Narinder Batra on Wednesday said that Kejriwal should have discussed the matter with IOA first.
“It’s a welcome step if they’re thinking of it but at the same time, Arvind Kejriwal should have been in discussion with IOA first. They can send an expression of interest but bidding is a very different process. I will say it’s a welcome move but Delhi alone can’t stage the Olympics. Multiple cities have to be involved, there are many things involved behind any competition,” Batra told ANI.
“In my point of view, Sardar Vallabhbhai Patel Sports Complex in Motera is the best option for opening and closing ceremony of Olympics as of now,” he added.
Batra also said that he feels that India can definitely host the Olympics before 2048.
“One more thing I feel (is) that before 2048, we will certainly have one Olympics in India,” said Batra.

Kejriwal had said that the national capital will bid to be the host of the Olympics in 2048, adding that a vision has been provided for the same in the Delhi Budget presented on Tuesday.
“A vision has been provided in the Budget (Delhi Budget) that 2048 Olympic games should be held in Delhi. Delhi will bid for the 2048 Olympics. We will take up whatever infrastructure and other necessities that are needed to be created for it,” he said.
“Delhi’s finance minister Manish Sisodia has made a great budget. The budget was prepared keeping in mind people of all sections of the society,” Kejriwal said.
Delhi deputy chief minister Manish Sisodia on Tuesday presented a budget worth Rs 69,000 crore for the financial year 2021-22 and said that the Aam Aadmi Party-led government aims to increase the per capita income of the national capital to Singapore’s level by 2047.

Deshbhakti is the defining feature of this budget, said Delhi Chief Minister Arvind Kejriwal after Deputy CM and Finance Minister Manish Sisodia presented the seventh budget of the AAP government in its third term. “When this budget was presented it was told that this is a deshbhakti budget, so certainly deshbhakti is the defining feature. There will be many events that celebrate deshbhakti,” Arvind Kejriwal said. He also added that “this budget also lays the foundation for all that needs to be done to realise the dream for Delhites and the people of the country when it touches its 100th freedom anniversary.”

The budget also contains the outlines of all the programmes that the government will undertake to celebrate the 75th anniversary of Independence. “You asked about the central government, the central government belongs to the country, the government of Delhi belongs to the country, the government of MP belongs to the country, all governments will celebrate this together,” the Chief Minister replied when asked about the celebrations of the Modi-led NDA government.

“We will remember our martyrs, especially the lives, the message and the writings of Shaheede Azam Bhagat Singh and Baba Saheb Ambedkar will be taken to the people through multiple programmes via a special budget. The tricolor would be hoisted in various parts of Delhi,” he said.

Speaking of other steps that are being undertaken by the AAP government to mark the 75th anniversary of India’s Independence, Kejriwal noted that education will be turned into a Jan Andolan through programmes called youth for education, yoga and meditation.

The budget offers Covid-19 vaccines free in all government hospitals for Delhites , special mohalla clinics for women and a health card for all where all the data will be available on cloud. Delhi would also have the world’s first virtual school.

Bidding for the Olympics in 2048 and raising the per capita income of Delhites to match that of a citizen living in Singapore are the two other big promises in the 2021-22 Delhi budget.

Elaborating on this the Chief Minister said, “Delhi’s per capita income is very good when compared to other parts of the country but not so good when compared to other parts of the world. The Finance Minister has given a vision, our vision is that in 2047, Delhi’s per capita income should equal to Singapore’s per capita income.”

The Chief Minister conceded that to achieve this Delhi’s per capita income has to be raised by sixteen times, however, he assured that whatever needs to be done to achieve that will be done.

On bidding for the 2048 Olympic games, Kejriwal clarified that the government of Delhi will do it after talks with the central government.

Kejriwal expressed satisfaction that despite the challenges posed by Covid-19 pandemic when the income sources of the government dwindled and sources of expenditure spiralled, the government has been able to present a budget estimate worth Rs 69,000 crore compared to the Rs 65,000 crore presented last year, which is an increase of six percent.

Kejriwal also underlined the ‘extremely difficult ‘ circumstances under which the AAP 2020-21 budget has been presented. “The difficult circumstances made us open kitchens for multitudes of people, give ration to one crore people, prepare food for 10 lakh people every day, to enhance the income of taxi and auto drivers we gave Rs 5,000. So the sources of expenditure had spiralled while that of income had reduced,” the Delhi Chief Minister said.

The Chief Minister thanked the people of Delhi for having faith in the government, for paying their taxes in extremely trying circumstances, which not only ensured that the government ran, but that it ran well.

Kejriwal noted that all the subsidies that were given by the government continued despite financial crunch like the subsidies on electricity, free water, free and quality education in government schools, free medicines and medical facilities in government hospitals, free bus rides for women, etc. He also said that this year’s budget has also ensured that these subsidies continue.

The Chief Minister also underlined that the government has presented a surplus budget yet again. “Since our government has been formed, Delhi has had a surplus budget and the CAG report also acknowledges that Delhi is the only state where we do not have a loss-making budget, but a surplus budget. Today’s budget is also a surplus budget,” he said.

Stating that the ‘establishment cost’ which includes salaries, interest on subsidies is just 45% compared to 70% to 80% in other states, Kejriwal said that this means that 55% of the budget is being spent on schemes, programmes, development, social security. He said this shows an efficient financial management towards which Delhi is slowly moving.

The Chief Minister credited ‘efficient financial management’ for the increase in the budget estimate this year compared to the last year.

Kejriwal also expressed satisfaction that education and health continued to remain the top priority of the government as in the past.

“I am very happy that the trend of the past six to seven years has continued. Almost one fourth of the budget has been allocated for education while 14 percent of the budget is being spent on health, which have been the priorities of the government from the very beginning,” he said.

Delhi MCD By-Election Results 2021 LIVE Updates: AAP candidates were leading in four wards as the counting for municipal bypolls began today morning, election officials said. The AAP candidates were leading in Shalimar Bagh North, Kalyanpuri, Trilokpuri and Rohini- C wards. The Congress candidate was leading in Chauhan Bangar. More than 50 per cent votes were cast in the bypolls for the five municipal wards held on February 28. Out of the five wards, four were held by the AAP while Shalimar Bagh North had a BJP councillor. The results of all the five wards where the AAP, BJP and the Congress were main rivals is expected to out later on the day.

The elections were held in the backdrop of the raging months-long farmers’ protests that are being held along the borders of the national capital against the three central agri-sector laws. This is also the first electoral exercise being conducted in the national capital amid the coronavirus pandemic. More than 50 per cent voters had cast their votes with the highest voting percentage recorded in Kalyanpuri and the lowest in Shalimar Bagh North, election officials said. None of the COVID-19 infected voters, 10 in Shalimar Bagh North and two in Kalyanpuri, turned up to cast their votes, they said.

As per official figures, 59.19 per cent votes were cast in Kalyanpuri, 55.95 per cent in Trilokpuri, 55.60 per cent in Chauhan Bangar, 44.58 per cent in Rohini-C, and 43.23 per cent in Shalimar Bagh North wards. Total voting percentage in the five wards was 50.86 per cent.
