India will implement a GPS-based toll collection system and do away with all toll booths within a year, Union Minister for Road Transport and Highways Nitin Gadkari informed the Lok Sabha on Thursday. He also shared details of the vehicle scrapping policy, first announced in the Union Budget for 2021-22, according to which the automobile industry in India will see a jump in turnover to ₹10 lakh crore from ₹4.5 lakh crore.

The Supreme Court on Thursday agreed to urgently hear a plea to release and protect over 150 Rohingya refugees reportedly “detained” in Jammu. Chief Justice of India S.A. Bobde agreed to hear the application filed by a member of the Rohingya community, Mohammad Salimullah, represented by advocates Prashant Bhushan and Cheryl d’Souza, on April 25 (Thursday). Mr. Bhushan made an oral mention before the CJI for an early hearing.

Even after Wednesday’s crucial tea meeting that went on for nearly 50 minutes between Punjab Chief Minister Captain Amarinder Singh and his bête noire Navjot Singh Sidhu, the talks regarding possibility of latter’s reinduction into the state cabinet continue to remain uncertain.

The cricketer-turned-politician, Sidhu, who had resigned from the Punjab cabinet in 2019 after being removed from a key portfolio, had met Amarinder Singh at latter’s farmhouse in Mohali.

“It was a good meeting. We have a cordial relation and I am waiting for him to reply. I am sure he will decide on what is in favour of the party and the state,” said Amarinder Singh on being asked about the meeting. He added that he had known Sidhu for decades now and he will do what is good for the party and the state.

“As far as the Congress is concerned, the party wants him back fast and play an active role for the benefit of the party and the state,” the Chief Minister said.

Though he refused to dwell further on the matter but his statement clearly indicated that an offer for rejoining the cabinet had been offered to Sidhu and now it was on him to respond. According to sources aware of development, the delay from Sidhu could be on account of his expectation to get a better deal than just a cabinet berth. “If he was to take the same role why did he leave it in the first place only. He would not have resigned only if getting a cabinet berth was the only interest,” said a Congress leader.

Sidhu, on his part continued to remain incommunicado to the media, though he continued to send out cryptic tweets.

Meanwhile, speaking about other dissenters in Congress like Rajya Sabha members Partap Sigh Bajwa and Shamsher Singh Dullo, the Chief Minister said for the benefit of the party they should leave their personal interests and work in favour of the party and state.

BJP’s Central Election Committee meets to shortlist candidates for upcoming assembly polls | India News – Times of India

NEW DELHI: The Central Election Committee (CEC) of the BJP met here on Wednesday to finalise the party candidates for the seats for which it has so far not named its nominees for the upcoming state assembly elections.
Prime Minister Narendra Modi and other senior BJP leaders met at the party headquarters to deliberate on the probable names and short-list the candidates.
The CEC has so far announced the names of candidates for the Assam polls and the first few phases of the election in West Bengal. It has also named its nominees for a number of seats in Kerala and all the nine constituencies in Puducherry the party will contest.
The polls in the four states of Assam, West Bengal, Kerala and Tamil Nadu and the Union Territory of Puducherry will be held between March 27 and April 29.
Assam will have three-phase polls, Bengal will have eight-phase polls while Kerala, Tamil Nadu and Puducherry will have single-phase elections on April 6. The counting of votes will be taken up on May 2.

No decision yet on nationwide NRC, govt tells Rajya Sabha | India News – Times of India

NEW DELHI: The Centre on Wednesday said it has not taken any decision on the nationwide roll-out of the National Register of Citizens (NRC).
Union minister of state for home Nityanand Rai was replying to a question in the Rajya Sabha on whether the central government had any plans to implement the NRC throughout the country.
“Till now, the government has not taken any decision to prepare the National Register of Indian Citizens at the national level,” Rai said in a written reply.
The NRC was updated in Assam under the supervision of the Supreme Court. When the final NRC was published on August 31, 2019, a total of 19.06 lakh people were excluded out of the total 3,30,27,661 applicants, which created a ripple across India.
The NRC is an Assam-specific data of bonafide Indian citizens living in the state.
Replying to another question, Rai said there is no provision of detention centres under the Citizenship Act, 1955 and the National Register of Indian Citizens.
He said the Supreme Court on February 28, 2012 had directed that foreign nationals who completed their sentence shall be released from jail immediately and be kept in an appropriate place with restricted movement pending their deportation or repatriation.
Following that directive, Rai said, the ministry of home affairs issued instructions on March 7, 2012 to state governments and UT administrations to comply with the directions of the Supreme Court.
The minister said detention centres are set up by the state governments and UT administrations as per their local requirements to detain illegal immigrants and foreigners, some of whom may have completed their sentence and their deportation to their native country may be pending for want of proper travel documents.

Poll officials at risk of contracting COVID-19: DMK

The DMK on Monday told the Madras High Court that the Election Commission of India (ECI), by permitting COVID-19 patients to vote through postal ballot, is putting election officials and others at risk of contracting the virus. It would be better if those patients not come to polling booths and not vote at all, the party said.

Appearing before the first Division Bench of Chief Justice Sanjib Banerjee and Justice Senthilkumar Ramamoorthy, senior counsel P. Wilson said there was no clarity on how election officials, videographers, police officers and politicians would visit hospitals and those in home quarantine, and how they would give and take back the postal ballot papers from those in quarantine. “Even in the Madras High Court, we have been keeping every paper filed in this court on quarantine for 24 hours before touching them. But when it comes to postal ballot, there’s no clarity on who will meet the patients in quarantine and obtain the postal votes. It is better that COVID-19 patients not come to the polling booths and not vote at all,” he told the Bench.

The arguments were made during the hearing of a case filed by the DMK challenging Section 60(c) of the Representation of the People Act, 1951, which empowers the ECI to create a new class of voters such as ‘absentee voters’ and give the option of voting through postal ballot to those aged above 80 years, the physically challenged, those suffering from COVID-19, etc.

Mr. Wilson argued that enabling every voter to visit the polling booth and letting them feel independent and free for a few moments with the electronic voting machines (EVM) alone would ensure that the voter gets to exercise his/her franchise without any pressure. Such independence could not be expected while voting through postal ballot due to the possibility of influence from family and friends, he added.

There was absolutely no rationale behind the decisions taken by the ECI on categorising absentee voters, he said. Wondering on what basis it had arrived at a conclusion that voters aged above 80 years could be given the option of voting through postal ballot, the senior counsel asked: “Why didn’t it give a similar option to those suffering from cancer, blood pressure and diabetes?”

Earlier, senior counsel G. Rajagopal, representing the ECI, and Additional Solicitor-General R. Sankaranarayanan, representing the Centre, contended that the ECI was well within its powers to provide the option of voting through postal ballot to a select category of voters. They also said it was enough to take the decision after consulting the Centre and that there was no need to consult the State governments.

SIVASAGAR: Union minister and senior BJP leader Smriti Zubin Irani said here on Saturday the opposition Congress only showed dreams of development during its regime in Assam, but the promises were fulfilled after the NDA government led by Prime Minister Narendra Modi came to power at the Centre.
Addressing her second rally during the day ahead of the state assembly elections, the Union textiles minister alleged that the Congress “looted public money” and did not undertake developmental works in Assam during its regime in the state.
“Congress had ruled Assam for years and showed dreams of development. However, development works started only when Narendra Modi became prime minister in 2014,” she said.
Irani, also the minister of women and child development, said funds will continue to come from the Centre, but it will reach the people through the state exchequer if there is a government of the BJP in the northeastern state.
“One Congress leader had said only 10 paise reach the people for every rupee released by the Centre. That means the leader also accepted that Congress workers and local activists looted public money,” she added.
The Union minister asserted that no one has dared to touch the taxpayers’ money after Modi came to power at the Centre.
Taking a dig at the “mismanagement” in the Congress party, Irani said, “Their leaders don’t see eye to eye. Two leaders in that party cannot take a decision, and they allied with an outfit which is destroying Assamese culture.”
Irani said the Congress could not even construct toilets for poor people but is promising to build colleges and universities.
“There was a mistake last time, it should not happen this time,” she said, referring to the Congress’ victory at the Sivasagar constituency in the 2016 Assembly polls.
Irani was in Sivasagar, which is going to poll on March 27, to campaign for BJP candidate Surabhi Rajkonwar.
Rajkonwar is pitted against jailed anti-CAA activist Akhil Gogoi and Congress leader Subhramitra Gogoi.

The second part of the Budget Session of Parliament is set to begin from today but its duration is likely to be curtailed as most top politicians are busy campaigning for Assembly polls taking place in March-April. As of now, the Session will conclude on April 8.

Focus of the government in the second part of the session is to get the various demands for grants for the year 2021-22 passed along with the Finance Bill which carries various tax proposals. Some of the bills listed by the government include the Pension Fund Regulatory and Development Authority (Amendment) Bill, National Bank for Financing Infrastructure and Development Bill, Electricity (Amendment) Bill, Crypto currency and Regulation of Official Digital Currency Bill.

The first part of the Budget session started on January 29 with the President’s address to joint sitting of both houses of Parliament. The address was boycotted by over 20 opposition parties, including the Congress, in support of the demand of the protesting farmers for the repeal of the three farm laws.

Leader of Opposition Kharge seeks a discussion on increasing fuel prices

Chairman Naidu says, “I have received a notice under Rule 267, from Leader of Opposition Mallikarjun Kharge, to suspend Business to discuss the rising and frequent increase in fuel prices.”

“I believe we can discuss the issue in the course of the ,” Mr. Naidu says.

Mr. Kharge says, “This is a burning issue. You are well aware that the petrol prices are now nearly Rs. 100 per litre and diesel is more than Rs. 80 per litre.”

Mr Naidu stops Mr. Kharge from making a speech on the issue. Mr. Kharge continues to speak on the issue, “The entire country is suffering.”

Mr. Naidu says Rule 267 is at the discretion of the Chair. To Mr. Kharge he says, “I allowed you to mention the subject. But there are multiple opportunities to discuss it in the course of the Session, during appropriation of Bill discussion.”

The Congress MPs oppose Mr Naidu’s ruling.

House saw high productivity in recent sessions: Chairman

He congratulates the House for the high productivity in the recent sessions. He says the first part of the Budget session saw 100% productivity.
