NEW DELHI: India faced increased attempts at cyber-attacks from foreign countries, especially China and Pakistan, during the coronavirus-induced lockdown period, the ministry of information technology and electronics has told the parliamentary standing committee on Information Technology.
The 24th report of the standing committee on IT, tabled in Lok Sabha by panel chairman Shashi Tharoor on Wednesday, said the ministry apprised the House panel that robust cyber security mechanism are imperative for the effective implementation of the Digital India programme.
It also said that while they responded to the increased risks by deploying additional security controls to monitor and block attack attempts from these countries, government would need to “significantly augment” its total budgetary support for research and development in the area of cyber security in order to address the challenges of emerging areas of cyber security.
“Additional resources were deployed in shifts to meet these requirements round the clock. Security Audit initiated and completed using trusted networks (VPN) and restricted required port access was opened for Audit. Required Audit resources from NICHQ and CoEAppSec centres were used for provisioning Code review and black box testing audit activity,” the ministry told the panel.
It also pointed to funding constraints, saying most of the existing research and development funds get consumed in sustaining ongoing projects “leaving thereby no funds for taking up projects to address the new Cyber Security challenges.”
The ministry also listed out challenges it faced during the pandemic, including providing endpoint security during Work-from-Home.
“An increase was seen in Application layer attacks during pandemic period. NIC and its employees had to continue to work in the peak and post pandemic days. Another challenge for NIC was to ensure that this was made possible in Safest way while omitting the possibilities of any spread,” the government said.
In response to specific questions from the House panel on challenges being faced in implementing the Digital India programme in the next fiscal, government emphasised the need for robust cyber security infrastructure to protect data while it was transmitted, received and stored.
“With cyber attackers becoming more and more sophisticated, it is necessary that indigenous cyber security solutions and products need to be develop to counter such unexpected threats in cyberspace,” the ministry said.

E-commerce major Amazon on Sunday said more than 50,000 offline retailers and neighbourhood kirana stores across 450 cities in the country are now part of its ‘Local Shops’ programme. Launched in April this year, ‘Local Shops’ aims to enable local shopkeepers and kirana store owners to sell online. In October, Amazon India had said the programme had seen participation from over 20,000 retailers in 400 cities.

More than 50,000 offline retailers and neighbourhood stores from 450 cities – from metros to tier II and tier III cities like Sangli, Osmanabad, Jamnagar, Gorakhpur, Jabalpur, Ratlam, Bikaner, Tumkur, Jalpaiguri, Kanchipuram and Dehradun have joined the Local Shops on Amazon programme, a statement said on Sunday. They offer customers in their cities a wide range of products including fresh flowers, home and kitchen products, furniture, electronics, books and toys amongst others, it added.

“What started as a pilot, has now become a pan-India phenomenon enabling local businesses to come online and benefit from technology adoption and e-commerce. The encouraging response to the ‘Local Shops’ on Amazon programme reflects in the rapid scale up of the programme to over 50,000 sellers in less than one year of launch,” Amazon India Vice President Manish Tiwary said. It underlines how digital enablement and digital inclusion can help them scale and contribute to a digital economy, he added.

“We remain committed to working closely with the millions of MSMEs including the vast network of neighbourhood stores across the country as part of our focus on transforming the way India buys and sells,” he said. Amazon India said the programme helps these neighbourhood stores supplement the existing footfalls at their stores with a digital presence, and expands their reach beyond the normal catchment. Maharashtra, Delhi, Gujarat, Uttar Pradesh and Rajasthan topped the list of the highest number of ‘Local Shops’ among states, while Delhi, Surat, Jaipur, Bengaluru and Mumbai had the highest number of Local Shops in terms of cities. The most popular product categories on Local Shops were grocery, kitchen products, appliances, beauty products, consumer electronics, home items, furniture, business and industrial supplies, apparel, and wireless accessories.

PhonePe continued to lead the UPI-based digital payments market in India in February 2021, with over 970 million transactions, the company announced earlier today. The digital payments firm adds that the platform clocked over 1.07 billion total transactions across UPI, cards and wallets on its platform  for the same period. The National Payments Corporation of India (NPCI) website shows that roughly 2,292 million UPI transactions worth Rs 4,25,062 crores took place in India last month, though the full report is yet to be shared. PhonePe’s domestic rival Paytm has also announced that the platform clocked more than 1.2 billion transactions in February 2021, posting a 15 percent month-on-month growth. In January 2021, Paytm Payments Bank took the third spot with 281.18 million UPI-based transactions worth Rs 33,909.50 crores.

PhonePe adds that its continuing success in the digital payments space is mainly attributed to the expansion across Tier 2 and Tier 3 cities, where the company seemingly digitised over 17.5 million Kirana stores. The e-payments company had previously announced its plans to digitise 25 million Kiranas by the end of 2021. Speaking more over the development, Sameer Nigam, Founder and chief officer at PhonePe said that the company continues to dominate industry metrics in terms of the active user base, active merchant-base, total transactions and TPV (total payment volume). “We are delighted to retain our pole position as the top digital payments platform in the country. I am very proud to report that PhonePe is leading across all core. We will continue to transform lives positively while building simple, scalable and innovative products for every Indian,” Nigam in the statement added.

PhonePe’s growth can be also attributed to the slew of updates the app has been adding since last year. Recently, the company partnered with Axis Bank on UPI multi-bank model, giving users an option to create and use multiple UPI IDs with an Axis Bank ID. Apart from this, PhonePe will start acquiring merchants with Axis Bank in addition to its partnership with YES Bank. It recently crossed the 275-million registered user milestone. It had over 100 million monthly active users generating over 1 billion digital payment transactions in January alone. It is targeting to surpass 500-million registered users by December 2022.
