Lok Sabha on Friday passed a bill to amend the Mines and Mineral (Development and Regulation) Act, with Union minister Pralhad Joshi saying the changes will help create employment opportunities and allow private sector with enhanced technology in mining activities. “The reform in the mining sector would generate 55 lakh direct and indirect employment. To enhance mining activity, we will allow private sector with enhanced technology in mineral exploration,” Joshi said.

The Lower House passed the Mines and Minerals Development (Amendment) Bill, 2021. According to the minister, India produces 95 minerals and has same potential like South Africa and Australia but still import minerals like gold and coal.

“The reform in the mining sector would generate 55 lakh direct and indirect employment. To enhance mining activity, we will allow private sector with enhanced technology in mineral exploration,” the minister said. According to the minister, the mining sector currently contributes 1.75 per cent to the country’s GDP and through the reforms proposed in the bill the contribution will rise to 2.5 per cent and strengthen the economy.

The bill seeks to amend the Mines and Mineral (Development and Regulation) Act, 1957, and would bring in mega reforms in the sector with resolution in legacy issues, thereby making a large number of mines available for auctions. It will help strengthen the auction-only regime and boost transparency in the system.

The reforms as part of the bill include removing the distinction between captive and non-captive mines and introduction of an index-based mechanism by developing a National Mineral Index (NMI) for various statutory payments, among others. In order to boost exploration, there will be review of functioning of the National Mineral Exploration Trust (NMET). NMET will be made an autonomous body.

Private entities will also be engaged in exploration works now. Simplification of exploration regime will also be done to facilitate seamless transition from exploration to production. The major objective of the reforms is to generate huge employment opportunities, reduce imports and increase production by bringing large mineral blocks into auction.

Congress MP Ravneet Bittu asks if COVID-19 vaccines affect the DNA of our future generations and says there are a lot of apprehensions.

Dr. Vardhan talks about vaccine-preventable diseaes and how many viruses have been eliminated.

“When a vaccine is given the final go ahead, a lot of trials are done and data is analysed not just in the country but also at the level of the WHO. 0.000432% of side effects are seen for COVID-19 vaccine. The data needs to be believed. I want to tell the citizens, don’t have any apprehensions,” says the Health Minister.

Supriya Sule asks by when the government will allow universal vaccination.

The Minister responds that every vaccine doesn’t require universalisation. “The National Expert Group for Vaccination Administration decides, on scientific basis, whether it is necessary that each and every person should be given the vaccine.”

Finance Minister Nirmala Sitharaman on an issue raised by Vivek Tankha of Congress earlier, says, “he raised an important issue regarding spinal muscular atrophy diseases suffered by children. He said there was only one medicine, which is imported and the tax component on it is Rs. 7 crore. It is not correct, all drugs imported for personal use are exempted from customs duty. Therefore, it is entitled to concession. They attact 5% GST, which in this case is Rs. 80 lakh. The GST council has granted powers to the Finance Minister to grant exemption on an ad-hoc basis. These suggestions are then placed in front of the council.”

Akhilesh Prasad Singh of Congress says the price of LPG cylinders has increased by Rs. 225 in past three months. “Gas subsidy has also not been received by people.”

Ashok M. Nete, BJP MP, asks about health services in remote and tribal areas like Gadchiroli.

Dr. Harsh Vardhan replies with details of the steps taken to strengthen health infrastructure including medical colleges in aspirational districts. He informs the House that the Centre assists State governments to strengthen health infrastructure.

He says MPs should evaluate the shortcomings in primary health services under their constituencies and if there are shortcomings, they can ask for strengthening them by sending a proposal to the Centre through State governments.

Mr. Nete asks if there are plans to set up a medical college in Gadchiroli. The Minister informs the House that 157 medical colleges are at various stages of development in the past six years.

“The National Medical Commission is examining where new medical colleges should be set up. If future proposals come from State governments, they will be evaluated. But at this moment, we can’t make a comment about setting up new medical college,” he says.

BJP MP Maneka Gandhi says Thalassemia has been recognised as a disability and asks the Minister about specific steps taken in terms of free blood bank etc., for Thalassemic patients.

The Minister replies that screening of such patients, counseling at the stage of conception, and bone marrow transplants are ongoing. He says since bone marrow transplant is expensive, the Centre suggests that State governments should bear half the cost while the Centre will bear the other half.

Dr. Vardhan also speaks about corporates pitching in for bone marrow transplants.

Ms. Gandhi suggests bringing thalassemic patients under the Atal Amrit Abhiyan. She says there is no point in talking about corporates as “they do nothing”.

The Minister replies that thalassemic patients are provided free blood. He talks about corporates with regard to bone marrow transplants. He also seeks specific suggestions from Ms. Gandhi.

Chaya Verma of Congress says, “Centre is delaying cold chain facilities for Chattisgarh.”

Jugalsingh Mathurji Lokhandwala of BJP says, “1,700 crore litre of milk produced in the country, and a large quantity is adulterated.”

Mr. Javadekar talks about steps like efforts to move to BS VI emissions norms and the move to electric vehicles. “3,000 industries switched to piped natural gas; 3,000 brick kilns were fitted with Zig Zag technology,” he says.

The Minister says, “compared with previous years, the emission norms have come down.”

Some people in Delhi are giving ads in newspaper about reduced pollution when they had nothing to do with it, he says. “PM Modi had announced clean air technology plan for the next five years from the Red Fort last year.”

Earth Sciences Minister Harsh Vardhan, replying to a question on land slides, talks about mapping 4.25 lakh square kms of land. He says 50% of the job is done.

On the question of shifting people who are vulnerable to landslide, Dr. Harsh Vardhan said the information collected by Geological Survey of India is passed on to State governments.

Bhupender Yadav of BJP says, “Article 21 of the Constitution says no person should be deprived of personal liberty. Telegraph Act says phones cannot be tapped illegally. I want to raise the Rajasthan issue, where the phones of Ministers and BJP leaders were tapped.”

Mr. Yadav continues, “citizens phones are being tapped”.

The Chairman says any mention about any State government will not go on record.

Mr. Yadav says, “6 crore people of Rajasthan, the people, the disgruntled leaders of Congress, their rights were violated.”

YSRCP MP P.V. Midhun Reddy asks if the government has a mechanism to control forest fires and flash floods.

Environment Minister Prakash Javadekar says the government has very good mechanism that can send out a message. He cites the examples of controlling the fire in Manipur Nagaland border, Assam and Nagaland. “Even in Simplipal, it was contained early,” he says.

Mr. Reddy asks about carbon emissions to which the Minister replies that India is way below other countries like China.

Ajay Kumar Misra Teni of BJP asks the government’s plans on afforestation and whether help is being taken from different agencies. Mr. Javadekar responds that the Ministry is always working with different agencies.

Riteish Pandey of Bahujan Samaj Party asks about the lack of funds in fighting climate change.

Mr. Javadekar asserts that there is no shortage of funds. “The issue is not of funds but the general challenge of climate change,” he says.

Rajeev Pratap Rudy asks a question on air pollution. He says, “I am worried about people like Prakash Javadekar, Meenakshi Lekhi or Rajnath Singh as air quality in India is hazardous.”

Mr. Rudy asks the government for creative solutions to tackle the problem of air pollution, “that claim more lives than COVID-19”.

Since he speaks for a considerable time, Meenakshi Lekhi, who is on the chair, asks him to ask a question.

New scrapping policy: mandatory fitness test for vehicles, incentives for owners

India will put in place a new “ecosystem” of mandatory fitness testing of vehicles, and ensure that those that fail are de-registered, according to Union Road Transport and Highways Minister Nitin Gadkari. At the same time, he said, the government will approach carmakers to consider a five per cent discount on purchase of new vehicles for those who give up their old vehicles for scrap — and push for relief in GST.

Announcing the “Voluntary Vehicle-Fleet Modernisation Programme” in Lok Sabha on Thursday, Gadkari said that commercial vehicles over 15 years old and personal vehicles over 20 years old will be marked for scrapping if they fail to pass the test. “They will be seized and destroyed,” he said.

Rajya Sabha clears Bill to raise FDI in insurance sector to 74%

Rajya Sabha on Thursday passed the Insurance (Amendment) Bill, 2021 that seeks to raise the FDI in insurance sector to 74 per cent from the current 49 per cent, despite opposition push to refer the Bill to a standing committee.

“The FDI policy is brought in only to supplement domestic capital. This will only supplement what is available in the country because what is now available is not sufficient,” Finance Minister Nirmala Sitharaman told the House.

Responding to the opposition’s criticism against the amendment, Sitharaman said the law has “enough safeguards” built in.

India will implement a GPS-based toll collection system and do away with all toll booths within a year, Union Minister for Road Transport and Highways Nitin Gadkari informed the Lok Sabha on Thursday. He also shared details of the vehicle scrapping policy, first announced in the Union Budget for 2021-22, according to which the automobile industry in India will see a jump in turnover to ₹10 lakh crore from ₹4.5 lakh crore.

The Supreme Court on Thursday stayed suo motu proceedings before the Delhi High Court on the administration of COVID-19 vaccine and transferred the case to itself. A Bench led by Chief Justice of India Sharad A. Bobde said a similar case concerning the vaccination drive was already pending in the Supreme Court, and the case from the Delhi High Court could be heard along with it.

The Supreme Court on Thursday agreed to urgently hear a plea to release and protect over 150 Rohingya refugees reportedly “detained” in Jammu. Chief Justice of India S.A. Bobde agreed to hear the application filed by a member of the Rohingya community, Mohammad Salimullah, represented by advocates Prashant Bhushan and Cheryl d’Souza, on April 25 (Thursday). Mr. Bhushan made an oral mention before the CJI for an early hearing.

The Lok Sabha on Thursday passed the supplementary demand for grants (second batch for 2020-21) but not before significant concerns raised by Opposition leaders on the government’s disinvestment and asset monetisation plans, and rising fuel prices.

Road accidents kill more people than Covid last year, says Gadkari | India News – Times of India

NEW DELHI: The government is serious about reducing road accidents as more people died from such mishaps in the last one year than from Covid-19 infection, road transport minister Nitin Gadkari said on Thursday.
During the Question Hour in the Lok Sabha, Gadkari said the government is very much concerned about road accidents and will have to take all steps to reduce road accidents.
“Our government is serious about reducing road accidents…1.5 lakh people died due to road accidents in the last one year which is more than 1.46 lakh deaths due to Covid-19,” he said.
The minister further noted that most of those who died due to road accidents were people in the age group of 18-35.
According to a recent World Bank report, India accounts for the highest number of road accidents globally, with 1.5 lakh people being killed and more than 4.5 lakh crippled annually in 4.5 lakh road accidents with losses amounting to 3.14 per cent of the GDP.

Around 10 Lakh Chinese Company CCTV Camera Installed in Govt Institutions: Govt

Around 10 lakh CCTVs from Chinese companies are installed in government institutions, Minister of State for Communications and IT Sanjay Dhotre informed the Lok Sabha on Wednesday. He said that there are vulnerabilities associated with video data captured through CCTV cameras being transferred to servers located abroad and the government has been issuing orders regarding filtering of web links and IP addresses issued from time to time to all internet and telecom companies to check video surveillance.

“As per industry estimates, around 10 lakh CCTV cameras from Chinese companies are installed in Government Institutions in the country which includes CCTV cameras sold by Chinese companies in the country,” Dhotre said in a written reply. The minister said that the government has notified Electronics and IT goods compulsory registration scheme mandating Indian Safety Standards for notified electronic product categories.

Dhotre further said that the Department of Expenditure (DoE) has issued an order on July 23, 2020 according to which any bidder from a country which shares a land border with India will require registration from the Registration Committee to bid in any procurement whether of goods, services (including consultancy services and non-consultancy services) or works (including turnkey projects).

India’s imports from China at $58.71 billion post Galwan, says government – Times of India

NEW DELHI: Even as most of last year saw India and China engaging in hostilities at the northern borders post the Galwan incident, China remains on top of the list of countries from where India imported goods during January to December of 2020.
In 2020, India imported goods worth $58.71 billion from China, the government told Lok Sabha on Wednesday. Trinamool Congress MP Mala Roy, had asked the commerce and industry minister for details of top five countries from where India imported goods in the last one year including the amount of imports and the reasons of import from China including the trade value of import from China in the last one year.
In his written reply minister of state for commerce and industry, Hardeep Singh Puri told the House that China, USA, UAE, Saudi Arab and Iraq were the top five countries in that order, from which India imported goods.
“The details of top five countries from where India has imported goods during 2020 (January- December) are, China goods worth $58.71 billion, from United States of America goods worth $26.89 billion, from United Arab Emirates goods worth $23.96 billion, from Saudi Arabia $17.73 billion and from Iraq $16.26 billion.”
The amount of total imports from the top five countries that India bought from is worth $143.55 billion, which amounts to 38.59 % of our total imports, when India’s total import amounts to $371.98 billion, he added.
The minister also said that, “Imports take place to meet the gap between domestic production and supply, consumer demand and preferences for various items.”
The major items of import from China, according to the minister are “products such as telecom instruments, computer hardware and peripherals, fertilizers, electronic components/instruments, project goods, organic chemicals, drug intermediates, consumer electronics, electrical machinery etc.”

Presenting a contrarian perspective on COVID-19 vaccination, a Lok Sabha MP on Wednesday asked the government not to waste Rs 35,000 crore on the inoculation drive and instead use the money in improving the health infrastructure in the country. Participating in a discussion on demands for grants of the Health Ministry, YSRCP member Sanjeev Kumar Singari argued that vaccination is a waste of money as universal vaccination is neither possible nor warranted.

“Now the government is proposing to spend Rs 35,000 on COVID-19 vaccination, this is a waste of money in my view. COVID-19 vaccine saves us only for 6-9 months after that Rs 35,000 crore will be evaporated,” Singari said. He also noted that crises like COVID-19 occur once in 100 years, so the government should not give much importance to the coronavirus pandemic.

Union Finance Minister Nirmala Sitharaman has provided Rs 35,000 crore towards COVID-19 vaccination in 2021-22 fiscal. “I suggest to the government to divert Rs 35,000 crore to primary healthcare which is very essential for India,” Singari said.

Noting that 60 per cent seropositivity is considered immunity and many cities like Hyderabad have already recorded 54 per cent of seropositivity rate, he said, “I request the government to not spend money on COVID-19 vaccination.” Singari also emphasised that Ayurveda doctors should not be allowed to practice modern systems of medicine. Last year, the government issued a notification authorising post-graduate practitioners in specified streams of Ayurveda to be trained to perform surgical procedures such as excisions of benign tumours, nasal and cataract surgeries.

Terming the move a “man-made catastrophe in the making”, the Lok Sabha MP said these surgeries are in the domain of various specialties of the allopathic system.

NEW DELHI: The Election Commission‘s proposal to link electoral roll with the Aadhaar ecosystem to root out multiple enrolments is under the consideration of the government, the Lok Sabha was informed on Wednesday.
In a written reply, Law Minister Ravi Shankar Prasad said the poll panel has proposed to link electoral roll with the “Aadhaar ecosystem” with a “view to curb the menace of multiple enrolment of the same person at different places”.
He said this would require amendments to the electoral laws. “The matter is under the consideration of the government,” he said.
He was asked about the current status of the Election Commission‘s proposal to link Aadhaar with voter ID.
The minister said the poll panel has stated that it has taken multiple measures for the security and the safety of the electoral roll data platform.
“Electoral roll database system does not enter into the Aadhaar ecosystem and the system is used only for the authentication purpose keeping a tight air-gap between the two systems. These measures effectively prevent theft interception and hijacking of the voter system,” Prasad said.
He was asked about the manner in which the government plans to protect the data linked with Aadhaar and voter ID from being misused.
The poll panel has been pressing the government to amend provisions of the Representation of the People Act allowing EC to seek Aadhaar numbers of those applying to be voters and those who are already part of the electoral rolls.
According to the EC proposal sent in August 2019, the electoral law should be amended to empower electoral registration officers to seek Aadhaar number of existing voters as well as of those applying to enrol themselves in the voters” list.
In August 2015, a Supreme Court order on Aadhaar had put the brakes on Election Commission’s project to link UIDAI (Aadhaar) number with voters’ electoral data to check multiple entries in electoral rolls.
The poll panel was then collecting Aadhaar number as part of its National Electoral Roll Purification and Authentication Programme (NERPAP).
Seeking to check multiple entries in electoral rolls and to make them error-free, the Election Commission had embarked on an ambitious project to link Aadhaar numbers with electoral data.
Since the Supreme Court order makes it clear that sanction of law is required to collect Aadhaar number, the commission has proposed changes in electoral law, a poll panel functionary had recently explained.
