On Thursday, The Lok Sabha and Rajya Sabha undertook discussion on various issues, including queries around roads and infrastructure, the new vehicle scrappage policy, and the Modi govt’s record in dealing with dissent. The Rajya Sabha passed the Insurance Amendment Bill 2021 that increases the maximum foreign investment allowed in an insurance company from 49% to 74%, amid criticism from the Opposition parties on the clause enabling “control and ownership” by foreign investors.

The first part of the Budget Session of Parliament, which commenced with the address of President Ram Nath Kovind on January 29, concluded on February 29. The second part of the Budget Session began March 7.

Congress MP Ravneet Bittu asks if COVID-19 vaccines affect the DNA of our future generations and says there are a lot of apprehensions.

Dr. Vardhan talks about vaccine-preventable diseaes and how many viruses have been eliminated.

“When a vaccine is given the final go ahead, a lot of trials are done and data is analysed not just in the country but also at the level of the WHO. 0.000432% of side effects are seen for COVID-19 vaccine. The data needs to be believed. I want to tell the citizens, don’t have any apprehensions,” says the Health Minister.

Supriya Sule asks by when the government will allow universal vaccination.

The Minister responds that every vaccine doesn’t require universalisation. “The National Expert Group for Vaccination Administration decides, on scientific basis, whether it is necessary that each and every person should be given the vaccine.”

Finance Minister Nirmala Sitharaman on an issue raised by Vivek Tankha of Congress earlier, says, “he raised an important issue regarding spinal muscular atrophy diseases suffered by children. He said there was only one medicine, which is imported and the tax component on it is Rs. 7 crore. It is not correct, all drugs imported for personal use are exempted from customs duty. Therefore, it is entitled to concession. They attact 5% GST, which in this case is Rs. 80 lakh. The GST council has granted powers to the Finance Minister to grant exemption on an ad-hoc basis. These suggestions are then placed in front of the council.”

Akhilesh Prasad Singh of Congress says the price of LPG cylinders has increased by Rs. 225 in past three months. “Gas subsidy has also not been received by people.”

Ashok M. Nete, BJP MP, asks about health services in remote and tribal areas like Gadchiroli.

Dr. Harsh Vardhan replies with details of the steps taken to strengthen health infrastructure including medical colleges in aspirational districts. He informs the House that the Centre assists State governments to strengthen health infrastructure.

He says MPs should evaluate the shortcomings in primary health services under their constituencies and if there are shortcomings, they can ask for strengthening them by sending a proposal to the Centre through State governments.

Mr. Nete asks if there are plans to set up a medical college in Gadchiroli. The Minister informs the House that 157 medical colleges are at various stages of development in the past six years.

“The National Medical Commission is examining where new medical colleges should be set up. If future proposals come from State governments, they will be evaluated. But at this moment, we can’t make a comment about setting up new medical college,” he says.

BJP MP Maneka Gandhi says Thalassemia has been recognised as a disability and asks the Minister about specific steps taken in terms of free blood bank etc., for Thalassemic patients.

The Minister replies that screening of such patients, counseling at the stage of conception, and bone marrow transplants are ongoing. He says since bone marrow transplant is expensive, the Centre suggests that State governments should bear half the cost while the Centre will bear the other half.

Dr. Vardhan also speaks about corporates pitching in for bone marrow transplants.

Ms. Gandhi suggests bringing thalassemic patients under the Atal Amrit Abhiyan. She says there is no point in talking about corporates as “they do nothing”.

The Minister replies that thalassemic patients are provided free blood. He talks about corporates with regard to bone marrow transplants. He also seeks specific suggestions from Ms. Gandhi.

Fauzia Khan of NCP says, “train routes in Marathawada should be expanded.”

Chaya Verma of Congress says, “Centre is delaying cold chain facilities for Chattisgarh.”

Jugalsingh Mathurji Lokhandwala of BJP says, “1,700 crore litre of milk produced in the country, and a large quantity is adulterated.”

Mr. Javadekar talks about steps like efforts to move to BS VI emissions norms and the move to electric vehicles. “3,000 industries switched to piped natural gas; 3,000 brick kilns were fitted with Zig Zag technology,” he says.

The Minister says, “compared with previous years, the emission norms have come down.”

Some people in Delhi are giving ads in newspaper about reduced pollution when they had nothing to do with it, he says. “PM Modi had announced clean air technology plan for the next five years from the Red Fort last year.”

Earth Sciences Minister Harsh Vardhan, replying to a question on land slides, talks about mapping 4.25 lakh square kms of land. He says 50% of the job is done.

On the question of shifting people who are vulnerable to landslide, Dr. Harsh Vardhan said the information collected by Geological Survey of India is passed on to State governments.

Bhupender Yadav of BJP says, “Article 21 of the Constitution says no person should be deprived of personal liberty. Telegraph Act says phones cannot be tapped illegally. I want to raise the Rajasthan issue, where the phones of Ministers and BJP leaders were tapped.”

Mr. Yadav continues, “citizens phones are being tapped”.

The Chairman says any mention about any State government will not go on record.

Mr. Yadav says, “6 crore people of Rajasthan, the people, the disgruntled leaders of Congress, their rights were violated.”

YSRCP MP P.V. Midhun Reddy asks if the government has a mechanism to control forest fires and flash floods.

Environment Minister Prakash Javadekar says the government has very good mechanism that can send out a message. He cites the examples of controlling the fire in Manipur Nagaland border, Assam and Nagaland. “Even in Simplipal, it was contained early,” he says.

Mr. Reddy asks about carbon emissions to which the Minister replies that India is way below other countries like China.

Ajay Kumar Misra Teni of BJP asks the government’s plans on afforestation and whether help is being taken from different agencies. Mr. Javadekar responds that the Ministry is always working with different agencies.

Riteish Pandey of Bahujan Samaj Party asks about the lack of funds in fighting climate change.

Mr. Javadekar asserts that there is no shortage of funds. “The issue is not of funds but the general challenge of climate change,” he says.

Rajeev Pratap Rudy asks a question on air pollution. He says, “I am worried about people like Prakash Javadekar, Meenakshi Lekhi or Rajnath Singh as air quality in India is hazardous.”

Mr. Rudy asks the government for creative solutions to tackle the problem of air pollution, “that claim more lives than COVID-19”.

New scrapping policy: mandatory fitness test for vehicles, incentives for owners

India will put in place a new “ecosystem” of mandatory fitness testing of vehicles, and ensure that those that fail are de-registered, according to Union Road Transport and Highways Minister Nitin Gadkari. At the same time, he said, the government will approach carmakers to consider a five per cent discount on purchase of new vehicles for those who give up their old vehicles for scrap — and push for relief in GST.

Announcing the “Voluntary Vehicle-Fleet Modernisation Programme” in Lok Sabha on Thursday, Gadkari said that commercial vehicles over 15 years old and personal vehicles over 20 years old will be marked for scrapping if they fail to pass the test. “They will be seized and destroyed,” he said.

Rajya Sabha clears Bill to raise FDI in insurance sector to 74%

Rajya Sabha on Thursday passed the Insurance (Amendment) Bill, 2021 that seeks to raise the FDI in insurance sector to 74 per cent from the current 49 per cent, despite opposition push to refer the Bill to a standing committee.

“The FDI policy is brought in only to supplement domestic capital. This will only supplement what is available in the country because what is now available is not sufficient,” Finance Minister Nirmala Sitharaman told the House.

Responding to the opposition’s criticism against the amendment, Sitharaman said the law has “enough safeguards” built in.

India will implement a GPS-based toll collection system and do away with all toll booths within a year, Union Minister for Road Transport and Highways Nitin Gadkari informed the Lok Sabha on Thursday. The Supreme Court on Thursday agreed to urgently hear a plea to release and protect over 150 Rohingya refugees reportedly “detained” in Jammu. Chief Justice of India S.A. Bobde agreed to hear the application filed by a member of the Rohingya community, Mohammad Salimullah, represented by advocates Prashant Bhushan and Cheryl d’Souza, on April 25 (Thursday). Mr. Bhushan made an oral mention before the CJI for an early hearing.

New Delhi: Rajya Sabha on Thursday approved a bill to raise the foreign investment limit in the insurance sector to 74 per cent with Finance Minister Nirmala Sitharaman saying while control will go to foreign companies, the majority of directors and key management persons will be resident Indians who will be covered by law of the land. “The laws of the land are fairly mature. They can control every operation which happens in this country. (No one can) take it (money) away and make us sit and watch,” she said replying to a debate on the bill.

Giving out reasons for the decision to raise the foreign direct investment (FDI) limit, she said insurance companies are facing liquidity pressure and the higher limit would help meet the growing capital requirement. On change of definition of ‘control’ of the insurance company with the hike in FDI limit, she said control means right to appoint a majority of directors, control the management of policy decisions including by virtue of their shareholding or management right or shareholder agreements or voting agreements.

FDI limit to 74 per cent, the current provision of control being vested with Indian companies had to be dropped. But conditions have been attached to the control.

“Majority of directors in the board and key management persons to be resident Indians which means every law of the land will be applicable on them. And a specific percentage of the profits is to be retained as general reserves. It cannot be (taken away),” she said. These conditions, she said, should remove doubts that higher FDI would bring colonialism.

Replying to a debate on the Insurance (Amendment) Bill, 2021, Sitharaman said India received FDI worth Rs 26,000 crore in the insurance sector after 2015 when the foreign investment limit was raised to 49 per cent from 24 per cent. The bill to hike the FDI limit in insurance, she said, was been brought after extensive consultations by sector regulator IRDAI.

The bill, which will now go to the Lok Sabha for approval, was passed by voice vote after opposition Congress and other parties staged a walkout in protest of the bill. They had forced four brief adjournments of the proceedings when the bill was taken up for discussion over their demand for it being referred to a Select Committee of the House for greater scrutiny.

The bill seeks to increase the FDI limit in the insurance sector to 74 per cent. The announcement regarding it was made by the minister while presenting the Union Budget on February 1. Currently, the permissible FDI limit in life and general insurance stands at 49 per cent, with ownership and management control with Indians.

Rajya Sabha on Thursday passed a bill to hike FDI in insurance sector to 74 per cent from the current 49 per cent. The Insurance (Amendment) Bill 2021, moved by Finance Minister Nirmala Sitharaman in the Upper House, was passed amid uproar as the Congress and other Opposition parties raised strong objections against it.

The opposition to the bill forced adjournments of Rajya Sabha proceedings for four times during the post-lunch sitting as they insisted on referring to a standing committee a bill on raising the FDI in the insurance sector to 74 per cent from the current 49 per cent. Leader of Opposition Mallikarjun Kharge said it will put the people of country in trouble. He said the Insurance Act 1938 is being amended for the third time under the BJP.

The Act was first amended during Atal Bihari Vajpayee’s tenure when 26 per cent FDI was allowed in the insurance sector, he said, adding later in 2015, the law was amended further to allow 49 per cent FDI and now the amendment is for allowing 74 per cent FDI.

“I want the bill scrutinised to address the gaps and it should be referred to a standing committee,” the Congress leader said as his party colleagues rose in support of the demand and began shouting slogans.

Amid sloganeering, BJP leader Bhupender Yadav said Kharge’s statement was “factually incorrect”. Firstly, the Opposition has not given a motion to refer the bill to a select committee under Rule 71 and 72, he said. Secondly, he added, this is the only bill which has been examined by a standing committee, the Law Commission and the Narasimhan Commission and even a select committee of the Upper House.

“The bill has been brought after full scrutiny,” he said, and added that the Congress had also brought a similar bill in 2008 and, thereafter, it was sent to a standing committee. Neither the motion nor the point of order raised by Opposition is correct, he added. As Opposition members trooped into the Well of the House raising slogans, Deputy Chairman Harivansh told them that amendments to refer the bill to a select committee has not been given.

“You did not give any amendments to refer the bill to a select committee. You had time. The House will decide now,” he said, asking the protesting members to go back to their seats and allow the discussion to take place as the motion had been moved.

NEW DELHI: There are a total of eight uranium mines in the country, but it is not in the “public interest” to disclose the quantity of uranium extracted from these mines, the Rajya Sabha was informed on Thursday.
In a written reply to a question in the Rajya Sabha, Union Minister Jitendra Singh said there are eight uranium mines in the country — seven in Jharkhand and one in Andhra Pradesh.
“It is not in the public interest to disclose the quantity of uranium extracted from these mines,” he said.
Uranium is processed through Uranium Corporation of India Ltd (UCIL), a public sector undertaking under the Department of Atomic Energy (DAE).
Singh, the minister of state in the Prime Minister’s Office, said the grade of the ore mined from various deposits is very poor in India compared to that of other countries.
The ore bodies are narrow and not suitable for extraction by mass mining methods, he said.
These deposits are also not suitable for extraction by low cost in-situ leaching technology which is a common method of extraction of uranium concentrate in many of the major uranium producing countries.
On the cost of processing of the ore, he said, “India also adopts alkali leaching technology for extraction of uranium from very low grade ore occurring in dolostone host rock in Tummalapalle region in Andhra Pradesh, which cannot be extracted by acid leaching technology.”
“This is a costlier process developed indigenously and has been adopted successfully. In view of these constraints, the extraction and processing cost of uranium in India is higher compared to that of other countries,” Singh said.
In response to another question, he said India has entered into an agreement with Russia for supply of fuel for Russian Reactors at Kudankulam Nuclear Power Project (KKNPP) throughout the operation period of power units.
Uranium purchase agreement has also been entered with Canada, Kazakhstan, Russia and Uzbekistan.
He added that Inter Governmental Agreement (IGA) for cooperation in peaceful uses of nuclear energy have been signed with 17 countries like Argentina, Australia, Bangladesh, Canada, Czech Republic, the European Union, France, Japan, Kazakhstan, Mongolia, Namibia, the Republic of Korea, Russia, Sri Lanka, the UK, the US and Vietnam.

Govt: No political agenda behind sedition cases | India News – Times of India

NEW DELHI: Faced with questions in Rajya Sabha over the rising number of sedition cases being filed by police, and the falling rate of conviction, the government said states were acting on their own and there was no political agenda behind it. It claimed no false case had been registered against those involved in protests against CAA and the new farm laws.
Claiming that sedition law data was kept hidden during Congresstenure, the government informed the House that it has sought inputs from various quarters for criminal law reforms and has set up a committee for it. When asked if the sedition law would be amended, MoS (home) G Kishan Reddy said the government was going to take a “big step”.
“The central government does not give any direction to any state government to arrest anyone. This act is there from the time of the Congress government. As far as conviction is concerned, judgments have not come in some cases,” the minister said. “During the current farmers’ agitation, different statements have been given, but the government has not intervened,” he said.

Taking a cue from Australia, India should enact a law to make tech giants such as Facebook and Google pay local publishers of news content, senior BJP leader Sushil Kumar Modi demanded in Rajya Sabha on Wednesday. Raising the issue through a Zero Hour mention, the former deputy chief minister of Bihar said, “The government must make Google, Facebook and YouTube pay print and news channels for the news content they are using freely.”

The Indian government should take a cue from the Australian parliament that passed the world’s first law last month to ensure news media businesses are fairly remunerated for the content they generate, he said. “I would urge the government of India that the way they have notified Intermediary Guidelines and Digital Media Ethics Code to regulate social media and OTT platforms, they should enact a law on the pattern of Australian Code so that we can compel Google to share its revenue with traditional media,” he added.

India, Modi said, should take the lead in making Google and Facebook pay a fair share of their earnings from domestically produced news content on the internet to the publishers. Rajya Sabha Chairman and Vice President M Venkaiah Naidu remarked that the suggestion is “worth considering”. Modi said the traditional print and news broadcast media, whose content is freely available on platforms run by the tech giants, are passing through their worst phase in recent history as advertisements have shifted to tech platforms.

“They are in deep financial crisis. Earlier, it was because of the pandemic and now it is because of tech giants like YouTube, Facebook and Google,” he said. The traditional news media, Modi said, make heavy investments employing anchors, journalists and reporters who gather information, verify it and deliver credible news.

But advertisement, which is their main source of revenue, has in the past few years shifted away from them with the advent of tech giants like Google, Facebook and YouTube, he said. “Advertising earnings are going to these tech giants (and) because of this print media, news channels are passing through a financial crisis,” Modi said.

“I would urge [that] we should follow a country like Australia which has taken the lead by enacting a law – News Media Bargaining Code – by which they have compelled Google to share advertisement revenue with the news media,” he said. Google threatened to blackout news from its portal but ultimately surrendered, the BJP leader said.

“Australia has set a precedence and now France and other European countries are making laws for advertisement revenue sharing,” Modi said.

Cyber volunteers to only report unlawful content; state/UT police to verify and act as per law | India News – Times of India

NEW DELHI: The home ministry on Wednesday clarified that the cyber volunteers, as technical experts, will only assist the state/UT law enforcement agencies (LEAs) in cyber hygiene promotion and reporting of unlawful content. It will be up to the LEAs to verify the content and take necessary action as per the extant laws.
“The content reported (by cyber volunteers registered under the programme) shall be verified and validated by the State/UT LEAs for taking appropriate action as per the existing provisions of law. There is no discretion in the hands of a cyber volunteer,” MoS (Home) G Kishan Reddy assured the Rajya Sabha in reply to a question.
The home ministry said its I4C wing had rolled out the cyber crime volunteer framework as a part of cyber hygiene promotion and to bring together citizens to contribute in the fight against cybercrime in the country and assist State/UT LEAs in their endeavour to curb cyber crimes.
The challenges of cyber space are many which flow from its vastness and borderless character, the home ministry said.
The volunteers, said Reddy, shall be registered and their services utilised by the respective State/UT police agencies, as per their requirement. Cyber volunteers will be registered by following the due process and they will be required to furnish ID proof, address proof, photograph etc.
