NEW DELHI: Senior diplomat Arindam Bagchi is set to be the new spokesperson of the Ministry of External Affairs (MEA), succeeding Anurag Srivastava, sources said on Thursday.
A 1995-batch Indian Foreign Service (IFS) officer, Bagchi is currently serving as the joint secretary (north) at the MEA headquarters here.
The sources said Srivastava will assume charge as the joint secretary (north) in place of Bagchi.
Bagchi served as India’s ambassador to Croatia from November 2018 to June 2020.
He was India’s deputy high commissioner to Sri Lanka and also served at the Prime Minister’s Office as a director.
Srivastava, a 1999-batch IFS officer, took charge as the spokesperson of the MEA in April last year.
He was serving as India’s Ambassador to Ethiopia before becoming the MEA spokesperson.

NEW DELHI: Former Chief Economist of the World Bank Kaushik Basu on Thursday termed the quitting of Pratap Bhanu Mehta and Arvind Subramanian from Ashoka University as ‘sad news’ and said the best minds are combative minds and critical minds.
Two days after political commentator Pratap Bhanu Mehta resigned as a professor from the Ashoka University, his colleague, economist Arvind Subramanian also put in his papers on Thursday.
“Pratap Bhanu Mehta & Arvind Subramanian quitting Ashoka University is sad news. The best minds are combative minds, critical minds. If we can’t tolerate that, we damage creativity,” he said in a tweet.
Basu, currently a professor of economics at Cornell University further said the ultimate loser is the nation–its economy and growth.
“There are enough examples around the world,” he noted.

NEW DELHI: The training of four astronauts in Russia for India’s first human space flight will complete this month and the second phase of training, which will be module specific, is scheduled to take place in the country, Union minister Jitendra Singh said on Thursday.
India’s first human space flight, ‘Gaganyaan‘, will be preceded by an unmanned flight by 2021, followed by another flight carrying “Vyom Mitra”.
“Four astronauts are being trained for India’s first human space flight. Their one-year training in Russia is completing this month, with some delay on account of the COVID pandemic,” Singh told PTI.
“The second phase of training, which will be module specific, is scheduled to take place in India,” the minister said.
The ‘Gaganyan’ flight, estimated to be around Rs 9,023 crore, is scheduled sometime before or on the eve of the 75th anniversary of India’s independence.
India’s heaviest launch vehicle, ‘Bahubali’ GSLV Mark-III, will the carry astronauts to space.

Madras HC upholds EC order on voting through postal ballot facility | India News – Times of India

NEW DELHI: The Madras high Court has upheld the postal ballot facility extended by Election Commission to absentee voters including persons above 80 years of age, persons with disabilities, essential services staff and Covid-19 patients/suspects, terming it as an ‘inclusive’ measure introduced by the poll panel in exercise of its plenary powers under Article 324 of the Constitution.
In its ruling on the plea challenging legality of the Section 60 (c) of the Representation of the People Act, 1951 and the corresponding rules extending postal ballot facility to these absentee voters, the high court said “it must be acknowledged that all that the Election Commission has done here is to be inclusive and allow certain classes of persons who would have been excluded from exercising their franchise the right to use the postal ballot and participate in the celebration of the festival of democracy”.
It added that if the process was made inclusive without compromising on secrecy of the ballot or fairness of elections, “it would be a greater cause to celebrate and compliment the conducting body.”
The Court did not find any arbitrariness in the classification of the persons committed by the Rules of 1961 to cast their vote by postal ballot. It held that the consideration appears to have been as to who may not be able to physically attend a polling booth to cast her vote.
The Court said the petitioner’s contention that EC has no jurisdiction to issue guidelines, has to be discarded in the light of the plenary authority conferred on such Commission by Article 324 of the Constitution. Further, the Supreme Court has in the past recognised the authority of EC to pass any orders in respect of the conduct of elections when there is no parliamentary legislation or rule made under the said legislation.
Commission had launched postal ballot option for 80-plus citizens. disabled voters and those engaged in essential services in Jharkhand elections of 2019. In Bihar polls last year, EC further extended this facility to those who had tested positive for Covid-19 or were suspected to be Covid-positive.

NEW DELHI: There are a total of eight uranium mines in the country, but it is not in the “public interest” to disclose the quantity of uranium extracted from these mines, the Rajya Sabha was informed on Thursday.
In a written reply to a question in the Rajya Sabha, Union Minister Jitendra Singh said there are eight uranium mines in the country — seven in Jharkhand and one in Andhra Pradesh.
“It is not in the public interest to disclose the quantity of uranium extracted from these mines,” he said.
Uranium is processed through Uranium Corporation of India Ltd (UCIL), a public sector undertaking under the Department of Atomic Energy (DAE).
Singh, the minister of state in the Prime Minister’s Office, said the grade of the ore mined from various deposits is very poor in India compared to that of other countries.
The ore bodies are narrow and not suitable for extraction by mass mining methods, he said.
These deposits are also not suitable for extraction by low cost in-situ leaching technology which is a common method of extraction of uranium concentrate in many of the major uranium producing countries.
On the cost of processing of the ore, he said, “India also adopts alkali leaching technology for extraction of uranium from very low grade ore occurring in dolostone host rock in Tummalapalle region in Andhra Pradesh, which cannot be extracted by acid leaching technology.”
“This is a costlier process developed indigenously and has been adopted successfully. In view of these constraints, the extraction and processing cost of uranium in India is higher compared to that of other countries,” Singh said.
In response to another question, he said India has entered into an agreement with Russia for supply of fuel for Russian Reactors at Kudankulam Nuclear Power Project (KKNPP) throughout the operation period of power units.
Uranium purchase agreement has also been entered with Canada, Kazakhstan, Russia and Uzbekistan.
He added that Inter Governmental Agreement (IGA) for cooperation in peaceful uses of nuclear energy have been signed with 17 countries like Argentina, Australia, Bangladesh, Canada, Czech Republic, the European Union, France, Japan, Kazakhstan, Mongolia, Namibia, the Republic of Korea, Russia, Sri Lanka, the UK, the US and Vietnam.

Road accidents kill more people than Covid last year, says Gadkari | India News – Times of India

NEW DELHI: The government is serious about reducing road accidents as more people died from such mishaps in the last one year than from Covid-19 infection, road transport minister Nitin Gadkari said on Thursday.
During the Question Hour in the Lok Sabha, Gadkari said the government is very much concerned about road accidents and will have to take all steps to reduce road accidents.
“Our government is serious about reducing road accidents…1.5 lakh people died due to road accidents in the last one year which is more than 1.46 lakh deaths due to Covid-19,” he said.
The minister further noted that most of those who died due to road accidents were people in the age group of 18-35.
According to a recent World Bank report, India accounts for the highest number of road accidents globally, with 1.5 lakh people being killed and more than 4.5 lakh crippled annually in 4.5 lakh road accidents with losses amounting to 3.14 per cent of the GDP.

PUDUCHERRY: The Election Commission has appointed four special observers for Puducherry in connection with the April 6 Assembly polls.
Manjeet Singh, a retired IAS officer, has been apppointed as special general observer, Chief Electoral Officer of Puducherry Shurbir Singh said in a release
Two retired IRS officers, Madhu Mahajan and B R Balakrishnan, have been appointed as special expenditure observers, while retired IPS officer Dharmendra Kumar chosen as the special police observer for Puducherry.
There are 30 assembly constituencies spread over Puducherry (23), Karaikal (five) and Mahe and Yanam regions (one segment each).

Odisha to review testing strategy after PM pointed out over reliance on antigen kits | India News – Times of India

BHUBANESWAR: Prime Minister Narendra Modi on Wednesday pointed out overreliance of Odisha, besides Kerala, Uttar Pradesh and Chhattisgarh, on antigen tests for Covid-19, prompting the state to review its testing strategy.
Modi, in a video meeting with chief ministers, pointed out overdependence of these states on antigen tests, saying, “This needs to change. RT PCR tests should increase to check infections. Around 70% tests should be done using RT PCR method.”
Though the Odisha chief minister Naveen Patnaik did not speak in the meeting, as this was part not part of the agenda, in a written submission he pointed out that the long period of this crisis has brought fatigue and complacency in following covid health protocols. “We need to be careful as multiple surges of covid spread is the reality in many countries and as witnessed in many states in India as well,” Naveen said in a statement.
Stating that going back to lockdowns would not be possible, Naveen said, “We cannot go back to the era of lockdowns. However, at the same time we need to ensure that the virus spread is also contained through renewed efforts in awareness and enforcement.”
“As a country with huge population, achieving herd immunity will be a long process and in the meantime we all need to be extremely careful,” Naveen said emphasizing that just because Covid vaccine is available now, there is no place for complaceny in observing covid norms.
Naveen said since Odisha is affected by disasters like cyclones almost every year, the administrative machinery is well prepared to deal with crisis situations that the pandemic has brought.
In the meeting CMs of Maharashtra, Madhya Pradesh, Punjab, Gujarat, Karnataka and Haryana besides administrator of Chandigarh, where the covid cases are showing rising trend, spoke. While home minister Amit Shah made introductory remarks and Union health secretary Rajesh Bhushan made a presentation on the situation.
Additional chief secretary (health) Pradipta Kumar Mohapatra, who also attended the VC, said the state’s testing strategy would be reviewed with all laboratories conducting Covid tests on Friday.
The number of RT PCR tests conducted in the state is around 7300 out of the total more than 20,000 tests being conducted per day, the rest being rapid antigen tests. The number of RT PCR tests is less because the state has been conducting RT PCR tests on people with symptoms such as of fever, influenza like illness and severe acute respiratory illness. Since the number of such people is less, the overall RT PCR tests are less.
Mohapatra said to further increase the number of RT PCR tests, the state is planning to collect samples of people with any possible symptom returning from states such as Maharashtra, Madhya Pradesh, Kerala, Punjab and Chhattisgarh and conduct RT PCR tests on them instead of antigen tests which is being done now at railway stations and airports.
On Wednesday, Odisha reported 82 new covid positive cases, which is the highest in a day in past two weeks, as it increased the number of tests done from around 20,000 to 25000 in past 24 hours.
The situation in Odisha continues to be firmly under control, Mohapatra said. In the first fortnight of March, the state’s case positivity rate is 0.33% while the average number of tests done per day is 21,231. The state has reported two Covid deaths this month.

SC stays hearings related to Covid-19 vaccines in Delhi and Bombay high courts | India News – Times of India

NEW DELHI: The Supreme Court on Thursday stayed all the hearings related to Covid-19 vaccines in Delhi and Bombay high courts. The court transferred to itself a case on the coronavirus vaccine which was pending before the Delhi high court.
The apex court issued a notice to Serum Institute, Bharat Biotech on pleas for transfer of cases to top court.
A bench headed by Chief Justice S A Bobde took note of the pleas of the two firms that the high courts are conducting parallel proceedings on vaccine related issues and they need to be transferred to the top court for an authoritative judgement.
It also sought responses from the Centre and others on pleas of the Serum Institute and Bharat Biotech seeking transfer of the cases from the high courts to the apex court.
The vaccine manufacturing firms have said different high courts are seeking data on how many vaccines are produced and when they will give vaccines to all.
