Sharing a picture of the same, she wrote, “please don’t tell me this means something in morse code, I just like dots.”

Artist Winter Stone (Daniel Winter) also shared the same picture and wrote, “TINY TINY DOTS ON… @chrissyteigen hands got the pleasure of drawing this little design on her hands Lastnight! Always fun always and full of laughs at these sessions!”

Early this year, she had got another tattoo done by the same artist which was dedicated to her husband and singer John Legend.

In the video shared, Chrissy could be seen getting inked with John Legend’s famous “Ooooh Laaaa”. It is the name of John Legend’s track from his 2020 album, Bigger Love. And of course, the song was playing in the background of the video.

Daniel Winter had also shared the video of the tattoo on Chrissy’s spine and wrote, “OOOOH LAAAA @chrissyteigen @johnlegend what a blessing to honour Chrissy with this ooh laa tattoo down her spine! Woman allegedly raped for 2 years in UP

A 22-year-old Dalit woman was allegedly raped for two years by a man on the false promise of marriage here, police said on Friday.

The woman, who hailed from Mahoba district, lodged a complaint on Thursday evening at City Kotwali police station following which an FIR was registered against the accused.

She alleged that Utkarsh Sachan (25), who lived in her neighbourhood, had been raping her since the past two years on the promise of marriage, Station House Officer Jaishyam Shukla said.

He also threatened to kill her when she finally asked him to marry her, Shukla said.

The accused, who hailed from Hamirpur, had shifted to Kanpur about a month ago after he got a job there.

The woman was sent for medical examination and teams were sent to Hamirpur and Kanpur to nab the accused, the SHO said.

Amid uproar over Uttarakhand Chief Minister Tirath Singh Rawat’s ripped jeans remark, his wife defended his statement today, saying his words were not being presented in full context.

In a statement through a video, Rashmi Tyagi said that the entire context in which he made the comment is not being described.

“He (Tirath Singh Rawat) said that women’s participation is unprecedented in building the society and the country. It is the responsibility of the women of our country to save our cultural heritage, save our identity, save our costumes,” Rashmi said.

At an event on Tuesday, Rawat criticised women for wearing ripped jeans and wondered what values they will impart to their children, triggering a protest from opposition parties.

The Uttarakhand chief minister said due to a lack of values, youngsters these days follow strange fashion trends and consider themselves to be big shots after wearing jeans ripped at the knees, while women also follow such trends.

He said youngsters go to the market to buy ripped jeans and if they do not find one, they cut their jeans using scissors.

Rawat went on to describe the attire of a woman, who once sat next to him on a flight.

He said the woman was wearing boots, jeans ripped at the knees and several bangles in her hands with two children travelling with her. “She runs an NGO, goes out in the society and has two children, but she wears jeans ripped at the knees. What values will she impart?” he asked.

Senior Congress leader Kapil Sibal said he was “shocked” by Rawat’s statement.

In a statement, Uttarakhand Congress chief Pritam Singh termed the remarks “shameful” and demanded that Rawat’s apology to women.

State Congress spokesperson Garima Dasauni added that it doesn’t behove a chief minister to make a derogatory remark about someone’s sartorial choices and said such comments can hurt public sentiment.

The Aam Aadmi Party (AAP) slammed Rawat over his “distasteful” remarks.

Rawat found support in his party colleague, Surendra Singh, MLA from Bairia in Uttar Pradesh. Men and women, he said, need to wear “decent clothes” and women, especially daughters, are the family’s “prestige” and must behave in a dignified manner.

In a reply to Prime Minister Narendra Modi’s tweet congratulating Rawat on his oath ceremony as Uttarakhand CM, RJD leader Rabri Devi blasted the ruling party for trying to define identity and culture through one’s clothes.

Centre writes to Punjab govt to implement online direct payment system, compliance of PFMS

Days after the Food Corporation of India (FCI) directed the Punjab government to provide land records of farmers so as to make direct online payment of MSP to their accounts, the Union Ministry of Consumer Affairs, Food and Public Distribution has also sent a letter to the state to implement online direct payment system and compliance of Public Financial Management System (PFMS) from the coming rabi marketing season (2021-2022).

The letter also said that these guidelines are followed by majority states except Punjab, where MSP payments are still being paid through arhtiyas.

The Centre has been issuing such directions to the state government for the past couple of years. But in Punjab, payment of farmers comes in the accounts of the arhtiyas (commission agents) who further make it to the farmers through cheques or online transfer.

In the letter addressed to the Principal Secretary (Food), Government of Punjab, Deputy Secretary GOI, mentioned that he has been directed to refer the instructions issued by the Centre, stipulating mandatory use of the Expenditure Advance Transfer (EAT) module of PFMS by June 15th 2018, failing which no further funds released to agencies (read procurement agencies).

PFMS is a web-based online software application developed and implemented by the office of the Controller General of Accounts (CGA) under which direct payment to the beneficiaries are made for government schemes. But here, linking farmers accounts with PFMS was just to pay their crop money directly into their accounts.

The letter (copy of which is available with The Indian Express) further says that the objective of PFMS/EAT Module is end-to-end tracking of the funds till the last mile beneficiary.

As per PFMS mandate, the rollout will also result in improved programme administration and management, reduction of float in the system, direct payment to beneficiaries and greater transparency and accountability in the use of public funds. In view of this, the department has regularly pursued with states to implement the directions of online payment directly into the farmers’ bank accounts and compliance of PFMS.

The letter also stated that the matter has also been discussed in recent meetings held in this department on January 19, 23, 25, 2021.

In case payment is done through a state portal, the state government is required to integrate their software with PFMS so that MSP payment to farmers could be captured on a real time basis. It is also requested that a report on preparedness for implementation of aforesaid directions may be furnished as early as possible, said the letter.

The government mainly wants to keep arhtiyas away from payments of MSP to farmers.

“Farmers’ accounts are never linked to the PFMS portal in Punjab as they never got direct payment for wheat and paddy in their accounts till date under this system. Instead of making payment to farmers under PFMS, the state government had put a condition on arhtiyas that every farmer will get payment through cheques from their respective arhtiyas but here too, unfair practices are adopted by arhtiyas, who at the time of issuing cheques to the farmers, send their munim (accountant) with farmers to the bank for its encashment and after encashment, the munim pays the farmers after making several cuts. A common farmer, who is dependent on arhtiyas, never gets full MSP from the arhtiya,” said Jagmohan Singh, general secretary, Bharti Kisan Union (BKU) Dakuanda, adding that the arhtiyas’ main business is money lending to the farmers at high rate of interest as there is hardly any proper record of this and no government control.

“Due to this, majority arhtiyas are involved in the exploitation of farmers, who keep on paying interest of over interest on principal amounts for decades.

“If farmers are dependent on them, that does not mean that they get the license of exploiting them as fair deal is needed here,” he added.

In several cases, advance cheques are taken by ‘arhtiyas’ from farmers at the time of giving money on credit under their money lending business to him (farmer) and these cheques are used at the time of crop payment.

“We are not against commission agents but the unscrupulous money lending business of them with the farmers,” said Jagmohan Singh.

Prof. Sukhpal Singh, Principal Economist (Agriculture Marketing), Punjab Agriculture University (PAU) Ludhiana, said: “Arhtiyas are also making big bucks by providing credit to the farmers at 18 to 24 per cent rate of interest and according to an estimate, around 20 per cent (Rs 18,000 to 20,000 crore) of the total debt of the farmers in Punjab is provided by the arhtiyas, who hardly provide any fair record to the farmers about their return and farmers always remained indebted to them.

“Arhtiyas who always object to direct payment will not be able to charge money from farmers according to their own wishes after PFMS system,” said another farmer leader, adding that if arhtiyas are fair in their money lending system, then most of the farmers would have been debt-free today in the state and it is very much possible if the state government sets proper norms for arhtiyas.

Punjab alone has some licensed 48,000 arhtiyas, of which 28,000-odd are active. They basically provide platforms outside their shops where the produce of farmers is unloaded, cleaned, auctioned, weighed and bagged, before being loaded and moved from the mandi premises.

For these services, they are given a 2.5 per cent commission over and above the MSP and this commission comes to around Rs 1,400 crore annually for procurement of the wheat and paddy only, and the Centre does not want to pay it.
Principal Secretary (Food) Punjab KAP Sinha said that under the PFMS system, arhtiyas will get their commission for the facilities they provide. “But more than commission, arhtiyas are interested in this unfair money lending business,’’ said Jagsir Singh, a BKU (Ugrahan) leader.

Knew woman in sex CD: missing suspect in video

A key missing suspect in a case of an alleged attempt to extort money from former Karnataka minister Ramesh Jarkiholi has issued a video statement from an undisclosed location, claiming that he had interacted with the young woman in the purported sex CD, who is also missing, on more than a dozen occasions. He claimed that she told him about her grievances.

Naresh Gowda, a former journalist who worked for multiple local TV channels and is considered by police as a key figure in the case, also claimed that he was not linked to the alleged efforts to extort and blackmail Jarkiholi, but knew the woman and was aware of her grievances.

In the video, Gowda said he is in hiding because he fears being framed in the case.

“It is true that the girl is known to me. She approached me through another person because I am a journalist,” he stated.

According to the video statement, Gowda interacted with the woman on 15 to 20 occasions over the Jarkiholi issue but eventually got involved in other personal issues and did not pursue it. The woman later called him and asked him about progress in “getting her justice”, he said in the video.

Gowda’s video comes soon after the family of the missing woman filed a police complaint on March 16 in Belagavi, saying that she had been abducted by unknown persons.

Meanwhile, former Karnataka chief minister H D Kumaraswamy on Thursday reiterated that the CD case involves a Rs 5-crore extortion attempt on the former minister. “I had stated earlier that this is a Rs 5-crore deal and that a youth called Naresh is involved. It is all playing out now.,” he said.

Police suspect Gowda had a key role in the release of the CD. Jarkiholi resigned as minister on March 3, a day after TV channels played the CD.

Eating almonds daily may help reduce facial wrinkles, pigmentation in some women: Study

Daily consumption of almonds may help reduce the severity of facial wrinkles and skin pigmentation in post-menopausal women with a skin condition, a study claims.

The research, published in the journal Nutrients, confirms and expands on a 2019 study that found that a daily snack of almonds in place of other nut-free snacks improved measures of wrinkle width and severity in postmenopausal women.

The new study involved 49 healthy postmenopausal women with Fitzpatrick skin type 1 or 2, which is characterised by an increased tendency to burn with sun exposure.

Researchers at the University of California (UC), Davis in the US randomly assigned participants to one of two groups.

In the intervention group, women ate almonds as a snack, which accounted for 20 per cent of their total daily calorie intake, or 340 calories per day on average (about 60 grams).
The control group consumed a calorie-matched snack that also accounted for 20 per cent of calories: a fig bar, granola bar or pretzels.

In addition to the snacks, study participants consumed their regular diets and did not eat any nuts or nut-containing products.

Skin assessments were made at the start of the study, and again at eight weeks, 16 weeks and 24 weeks.

At each of these visits, facial wrinkles and facial pigment intensity were assessed using high-resolution facial imaging and validated three-dimensional (3D) facial modelling and measurement.

Skin hydration, transepidermal water loss (TEWL) and excretion of sebum — an oily, waxy substance produced by the body’s sebaceous glands — were also assessed.

TEWL is the amount of water that passively evaporates through skin to the external environment due to water vapor pressure gradient on both sides of the skin barrier.

The researchers saw a statistically significant reduction in wrinkle severity in the group consuming almonds, finding that at 16 weeks, there was a reduction of 15 per cent and at 24 weeks, a reduction of 16 per cent.

There was also a statistically significant decrease in overall facial pigment intensity or unevenness of skin tone in the almond group — a 20 per cent reduction by week 16 that remained so at week 24, they said.

The researchers noted that body weight remained constant for both the almond group and the control group from baseline to 24 weeks.

“Daily consumption of almonds may be an effective means of improving the appearance of facial wrinkles and skin tone among postmenopausal women with Fitzpatrick skin types I and II. Consumers may describe this reduced pigmentation effect as having a more even skin tone,” said Raja Sivamani, dermatologist and lead researcher of the study.

“Our findings emphasise the need to look at almonds as a whole food with multiple nutrient components including alpha-tocopherol (vitamin E) and good unsaturated fats, rather than oversimplifying potential benefits due to one nutrient alone.”

According to Sivamani, almonds are high in alpha-tocopherol which has antioxidant functions, and may be partially responsible for the effects that we see in both wrinkles and skin tone in postmenopausal women.

The researchers noted that the limitations of the study include its duration of 24 weeks, and as such results do not provide insight into the potential effects of longer-term almond intake.

Additionally, the study participants were postmenopausal women with Fitzpatrick skin types I and II, characterised by increased tendency to burn with sun exposure.

The team noted that more research is warranted to investigate the impact of almond consumption in other populations.

‘Wanted real destruction’: Maker of spice bombs used in Balakot air strike

Around 25 km away from Hyderabad, a private manufacturer of advanced weapons systems has been operational since August 2017. On Tuesday, it announced the delivery of the first batch of 1000 midsection Medium-Range Surface to Air Missile (MRSAM) to the Indian Armed Forces, an order worth US dollars 100 million.

Rudra B Jadeja, who helms the Kalyani Rafael Advanced Systems (KRAS), a joint venture between the Kalyani Strategic Systems Ltd and Israel-based Rafael Advanced Defense Systems Ltd, points out that the very first product to roll out of the facility was the SPICE-2000 bombs that were used by the Indian Air Force (IAF) to strike terror camps in Pakistan’s Balakot on February 26, 2019. In a significant order worth $30 million, more than 200 SPICE-2000 bombs have been sent out of this very facility. Of them, 80 per cent were for the Indian forces. In an interview with indianexpress.com, the CEO of KRAS spoke about the journey so far, programmes in the pipeline, Atmanirbharta, and goals set for the future.

Here are the excerpts.

You are touted as India’s first private missile production facility. Tell us about the journey thus far.

It has been fantastic though things haven’t gone as planned. The inception of this particular facility began with a very big programme called SPIKE-ATGM (anti-tank guided missile). India needed about 8000-plus missiles and we were supposed to manufacture about 200 missiles per month. Even if I make 200 per month, I am making 2,400 per year and it will take five years to make 8000-plus. I was very small, so we invested. Our partner Rafael had already gone six years before us to get things trial-evaluated, tested, commercials open, negotiations done by the government of India.

After the commercials opened, Rafael could not go ahead due to technical issues. So that’s why we (the joint venture) were established. But unfortunately it (the ATGM) had not happened yet. We were raring to go and nothing happened. As we couldn’t keep waiting, we moved on.

That’s how you moved your focus to SPICE-2000 bombs?

So when we understood we can’t keep waiting and watching, we adopted SPICE-2000. We made 200-plus in the interim, hoping the government would take a decision fast. But nothing happened for two to three years. So we thought let the government decide, we will keep charting our trial phase. We survived with the production of this transferred technology from Rafael. Now when that got over, we took up the MRSAM.

What was the advantage of SPICE bombs?

The SPICE is a wonderful weapon system. Only the SPICE 2000 (the big boy) bombs were used in Balakot because we wanted real destruction. There is SPICE 1000 and also SPICE-250 (the small boy). Each one has an electro-optic seeker. What we offer is an intelligent weapons system (with electro-optic seekers) which Indian programmes don’t have as of now. This is already a proven technology and inducted in the Indian defence forces for the last few years. This bomb was made on this very premise here.

What are the programmes in the pipeline and any timeline that you could share?

This (SPICE-2000s) is already done and because too many are not required there is another programme with the IAF that we are working on. That is to offer them SPICE-1000, SPICE 250 (bombs). We are also offering the technology to DRDO. We are selected as a DCPP (development-cum-production partner) of this technology. These programmes are currently underway. About the timeline, it works like this. If a missile has to go into a ship, until the ship is ready, there is no need for the missile.

What does delivering the first batch of ‘missile kits’ to Bharat Dynamics Limited mean to KRAS? What is the deadline for delivering the entire batch?

We had announced this 100-million dollar order in 2019 itself. It is one of its kind. Being a new entrant in this domain, we are very proud that our partners are feeling significantly confident about our capabilities. We are supposed to be churning out 1000-plus missile kits in a span of 5 to 6 years. The timeline depends on the system requirement. This is not a commodity I can stock in my store. If missiles come and radars don’t, the missiles go waste. So I will not be able to predict the time. The BDL or DRDO’s Research Centre Imarat will be able to say what time should be good for deliveries. We are ready.

What is the USP of your MRSAM?

It has a range of more than 70 km. It has the ability of direct hit and its accuracy is so perfect that even a flying aircraft on one or two or two max plus can be picked up and hit directly rather than at proximity distance as such. This is one of the most proven weapon systems with the Israeli defence forces, Indian forces, and many other countries.

What is your role in building the technology?

This is a development programme between the governments of India and Israel. So GoI gave the responsibility to DRDO, and the Government of Israel gave the responsibility to IAI Israel. IAI gave the responsibility of the missile system to Rafael. And in the missile system, they decided the front portion will be developed by Rafael and the rear portion by DRDO. So, we had the responsibility as a technological partner to make the front section and we are making it.

Any notable innovations at the KRAS facility to mention?

KRAS is still in the manufacturing and we are not yet going into the R&D front. Firstly, let me survive and ensure I grow as a manufacturing excellence centre. As a strategy, the Kalyani group, which is a joint venture partner of KRAS, is already investing in R&D centres, including the one in Hyderabad. It is a very strategic understanding between Rafael and Kalyani group to make the company viable and yet not lose the long-term goals of investing in R&D.

Where do you see KRAS in another five years?

My goal, as MD of the company, is to make this company as a system integration house — both for the weapons system in the air, and on the ground also. At present, we are demonstrating only in the air. I am not talking about tanks, fighting vehicles, etc. This is another area we are looking to go into because Rafael has very advanced technologies. There is something called a remote weapon station. It essentially becomes a very good thing because when the vehicle is moving, it will still hit the target accurately. That too, when a person is not exposed to the outside environment and could be sitting in a safe environment and firing and hitting the enemy. That is one technology we are looking to offer through our services. In the current scenario, drones are a major threat. Rafael has matured the anti-drone technology to not only detect them about a km or two away but nullify them with a soft kill and even a hard kill.

In the scheme of ‘Atma Nirbhar Bharat’ (Make in India), what is the road ahead for you?

Atmanirbharta could be in various aspects. It could be in manufacturing, in terms of engineering capabilities, or design capabilities. We cannot be everywhere. So we are first trying to be ‘Atma Nirbhar’ in the manufacturing process. We are not looking at the Indian market alone. It is not business viable. I have to look for the market outside to make my investment business viable. So we are planning to manufacture not only for our country’s needs but for other countries too.

What are your thoughts on Hyderabad’s missile ecosystem?

It is the foresight of the government and some of the eminent scientists who took a lot of pains to find a hub far away from the disturbances of enemy lines. Hyderabad has got some lovely engineering companies who have struggled and withstood with DRDO to come out with success. Hyderabad is the leading missile ecosystem in India. Anyone who wants to do missile business should be in Hyderabad, so is KRAS.

You are working with several MSMEs and technology partners from across the country. How do you decide on them?

KRAS itself is an MSME. We want to remain agile and flexible by being an MSME. We also have giants like TATAs, L&Ts, and Cyients as our partners. That is the ecosystem we are looking to create. We are not looking at the size of people. If they have the niche capability and processes, we will be just happy to partner with them.

What is the current size of KRAS? What is the status of the new unit in Hyderabad that you plan to open?

I have about 80-plus employees in KRAS. We have an export-oriented unit (EOU) here and a direct tariff unit (DTA) in Gachibowli. In this EOU, we have invested over Rs 50 crore. We have been seeking the support of the government of Telangana to open another plant for explosive capabilities. When you are addressing missiles, it will have some explosive portion to it. I should, therefore, learn how to have the capabilities to handle explosive areas also.

Any attempt to create ‘imperialism of internet’ by few companies unacceptable: Ravi Shankar Prasad

Union Communications and Information Technology Minister Ravi Shankar Prasad on Thursday told Rajya Sabha that any attempt to create “imperialism of internet” by a few companies would not be tolerated. Speaking during Question Hour on the banning of Twitter accounts, Prasad said the government welcomes dissent but cannot allow misuse or abuse of social media.

Replying to G C Chandrashekhar (Congress), who raised the issue of climate activist Disha Ravi’s arrest in the ‘toolkit’ document case, Prasad said India is proud to have nearly 140 crore social media users. LinkedIn, WhatsApp, Twitter, Facebook are free to do business in India. They have empowered ordinary Indians.

“The government welcomes dissent. The issue is not of use of social media, the issue is of abuse and misuse of social media… Internet is a powerful invention of human mind, but it should not become the monopoly of few. And we have taken a position, any attempt to create imperialism of internet by few companies is not acceptable,” the Union minister said.

Prasad said Ravi’s case is under judicial consideration, but the House should consider whether some people should be allowed to “abuse social media” to “defame” India internationally.

Replying to a supplementary question, he said there are cases where the dignity of a woman is sought to be compromised by displaying her nude or morphed photo.

In such cases, the minister said, the guidelines are clear that the content should be removed within 36 hours.

“The guideline is very clear that you have to remove that (content) within 36 hours only if it relates to the unity and integrity of India, safety and security of India, public order, and most importantly, the dignity of the woman…,” he said.

As far as content creation is concerned, Prasad said, “We don’t wish to interfere so that is is the job of the users of social media as to what there is to say.”

He also said his department works in close coordination with the Election Commission.

“The Election Commission has set up a dedicated cell to weed out fake news, fake media designed to influence (voters),” he said, adding that Cambridge Analytica has been banned and a CBI probe is going on against the UK-based data analytics firm.

For maintaining the purity of India’s electoral process, the government is working in close coordination with the Election Commission to ensure that fake news do not influence elections, Prasad said.

Assembly elections will be held in four states and one Union Territory — Tamil Nadu, Assam, Kerala, West Bengal and Puducherry — in late March and April.

In the viral audio clip, which could not be verified, Chakraborty was heard telling the faculty and non-teaching staff: “I will ensure Visva-Bharati is closed down. But I am not issuing any threat.”

“Visva-Bharati has become a hotbed of thieves and dacoits. Otherwise how come (TMC leader) Anubrata Mondal gets away by saying the VC is insane,” he said.

The audio clips triggered widespread protests but the Visva-Bharati authorities did not issue any official statement.

In another audio clip, apparently of the same virtual meeting, Chakraborty purportedly said: “No sane person will be able to sustain here, considering the extent of theft going on unabated.”

“Some of the children here try to break open the locks of a faculty member, but there is no protest. Everyone here is an escapist but wants the full salary at the start of the month. I tried to catch the thieves and hence I am bad for some,” he said.

A senior faculty member said the comments were made at a virtual meeting on March 15 where the VC was talking about disciplinary action against some university staff and employees.
